The proposed well installation will not <br /> involve drilling directly through known in-place asbestos,therefore additional permitting documents <br /> will not need to be filed with SJVAPCD. <br /> HEALTH AND SAFETY CONSIDERATIONS <br /> Work on or near landfill sites warrants special precautions to mitigate potential combustible gas <br /> hazards, worker exposure to the trace constituents of LFG, or exposure to physical hazards that may <br /> be encountered. <br /> The LFG extraction wells are large diameter wells and shall be barricaded and/or covered until <br /> completed with the top soil layer installed. If personnel need to be within ten feet of an open <br /> borehole, a lanyard system tied to an immovable object, or similar system as outlined in the health <br /> and safety plan (HASP), shall be used to prevent accidental falls. Every attempt shall be made to <br /> complete each well prior to leaving the site to help mitigate the potential risks and emissions <br /> associated with incomplete well borings. <br /> A HASP for the well installation activities is prepared prior to beginning the work. The HASP describes <br /> potential hazards and outlines site-specific protection, monitoring and record keeping provisions. <br /> The Contractor's HASP will be provided once available, which will also include an asbestos mitigation <br /> plan to address health and safety procedures that must be followed during drilling in the asbestos <br /> areas. <br /> Additional precautions will be taken to ensure contractors and CQA personnel are prepared should <br /> asbestos be encountered. The "Asbestos Containing Waste Management, Forward Landfill" <br /> memorandum prepared by Forward Landfill, Inc. and submitted to the SJCEHD on February 13, <br /> 2003, is available at the site and can be provided upon request. At a minimum, when asbestos is <br /> encountered it will be immediately sprayed down with water, placed in a pile separate from the other <br /> drill spoils, placed in a haul truck and kept moist, and then disposed of in an area specified by <br /> Forward Operations Manager for tracking of the relocated asbestos. CQA personnel will not be <br /> performing logging or temperature readings on any asbestos containing drilling spoils. <br /> REPORTING <br /> An installation report that documents the drilling activities and well completion details will be <br /> prepared for submittal to Republic. Boring logs and well completion diagrams will be submitted as <br /> part of the installation report. All reports will be prepared by or under the supervision of a California <br /> Professional Geologist or Professional Engineer. <br /> FORWARD 2023 LFG SJCEHD WORK PLAN <br />
