The first truck to arrive at the active face was at 6 : 07 am . <br /> 2 . Per operator, the construction of WMU FU -23 is complete . <br /> 3 . Litter was not observed off site . Three staff members observed picking up litter on site . <br /> 4 . Odor was light . <br /> 5 . Track out was light . <br /> 6 . Cannery waste observed during the inspection . <br /> 7 . Tarps , overs and soil are used for the daily cover . <br /> 8 . Records were available for review . <br /> 9 . Daylighting observed outside of the asbestos fenced area . Cover evidence of daylighting <br /> with clean soil . <br /> 10 . Gas wells GP — 19 and GP — 20 were measured for methane . Methane was not detected <br /> at either of the wells . <br /> 11 .
