The first truck to arrive at the active face was at 6 : 07 am . <br /> 2 . Per operator, the construction of WMU FU -23 is complete and it is being utilized . <br /> 3 . Light litter observed on site . <br /> 4 . Water truck is being utilized for dust control . <br /> 5 . The weather during the inspection was 50 ° F with a wind speed of 1 mph ( SE) and light fog . <br /> 6 . Tarps , overs and soil are used for the daily cover . <br /> 7 . Records were available for review . <br /> 8 . Daylighting observed outside of the asbestos fenced area . Operator instructed to cover <br /> evidence of daylighting with clean soil . <br /> 9 . Gas wells GP — 10R and GP — 10RB were measured for methane . Methane was not <br /> detected at either of the wells . <br /> 10 .
