4 Environmental Analysis <br /> 4.1 Aesthetics <br /> application of anti-reflective coatings, the Project would display overall low reflectivity. Therefore, <br /> the Project will have a less than significant impact associated with lighting and glare. <br /> Mitigation: None required. <br /> 4.1.6 Mitigation Measures <br /> The following mitigation measures are recommended to reduce significant impacts to aesthetics. <br /> AES-1.The following measure will be implemented as feasible to reduce visual impacts for Project <br /> components and activities: <br /> oo Use and maintain, as feasible, non-reflective materials, finishes, and surface treatments. <br /> oo Maintain painted, treated, stained, or coated surfaces properly. <br /> oo Direct lights properly to eliminate light spill and trespass. <br /> oo Use timers or motion sensors, as feasible, on all project lighting to minimize unnecessary <br /> lighting. <br /> oo Minimize lighting usage, as feasible, during construction and operations. <br /> 4.1.7 Pacific Gas and Electric Tesla Substation Improvement <br /> To accommodate the Project, PG&E would be responsible for siting, design, and construction of <br /> the gen-tie line from the point of change of ownership (POCO) to its substation. Two options are <br /> available for the gen-tie line route from this point. The first option would be to connect via an <br /> aboveground line from the POCO to a point on the west side of the southwestern boundary of the <br /> substation. The second option is to enter the substation on the southwestern edge by way of a <br /> belowground line as shown in Figure 2-1 of Chapter 2, Project Description. Either right-of-way <br /> corridor is assumed to be up to 100 feet in width. <br /> Additionally, PG&E would upgrade the Tesla Substation, and the improvements would include <br /> the installation of a grounding system, disconnect switches, surge arresters, outdoor lighting and <br /> outlets, and fiber termination for the gen-tie line. The improvements made would be within the <br /> existing Tesla Substation footprint. <br /> The PG&E improvements would increase infrastructure within the existing Tesla Substation, these <br /> elements would appear similar and consistent with the existing infrastructure and would result in <br /> little noticeable change from existing conditions. Therefore, visual character and visual quality <br /> would be similar compared to existing conditions. Construction, operation, maintenance and <br /> decommissioning of the PG&E interconnection infrastructure would result in a less than significant <br /> impact relating to the potential for a substantial adverse effect on a scenic vista, a substantial <br /> degradation of the character or visual quality of views from publicly accessible vantage points (i.e., <br /> any of the KOPs), or to substantially damage scenic resources within a state scenic highway. <br /> Similarly, because the new infrastructure would not include substantial new sources of light or glare, <br /> the Project-proposed construction and modifications of PG&E infrastructure would have a less than <br /> significant impact.
