4 Environmental Analysis <br /> 4.2 Agriculture and Forestry Resources <br /> Farmland of Local Importance <br /> Farmland of Local Importance is land identified as important to the local agricultural economy by <br /> each county's board of supervisors and a local advisory committee (DOC 2022b). <br /> Grazing Land <br /> Grazing Land is land on which the existing vegetation is suited to the grazing of livestock. This <br /> category was developed in cooperation with the California Cattlemen's Association, the University <br /> of California Cooperative Extension, and other groups interested in the extent of grazing activities <br /> (DOC 2022b). <br /> Non-agricultural Lands <br /> Following are descriptions of the non-agricultural land mapping categories used by the FMMP. <br /> Mapping units for non-agricultural lands vary, as described below. <br /> Urban and Built-up Lands <br /> Urban and Built-up Lands consist of land occupied by structures with a building density of at least <br /> one structure to 1.5 acres, or approximately six structures to a 10-acre parcel. This type of land <br /> is used for residential, industrial, commercial, construction, institutional, and public administration <br /> purposes; railroad and other transportation yards; cemeteries; airports; golf courses; sanitary <br /> landfills; sewage treatment facilities; water control structures; and other developed purposes <br /> (DOC 2022b). <br /> Other Land <br /> Other Land is land not included in any other mapping category. Examples also include low-density <br /> rural developments and brush, timber, wetland, and riparian areas not suitable for livestock <br /> grazing. This category also includes vacant and non-agricultural land surrounded on all sides by <br /> urban development; confined livestock, poultry, or aquaculture facilities; strip mines; borrow pits; <br /> and water bodies smaller than 40 acres. Rural Residential Land is included in the Other Land <br /> category (DOC 2022b). <br /> 4.2.2.4 Local <br /> San Joaquin County General Plan <br /> The San Joaquin County portion of the Project site is designated as General Agriculture in the <br /> San Joaquin County General Plan (General Plan). The Land Use Element of the County's General <br /> Plan contains goals and policies related to agriculture resources (San Joaquin County 2016). The <br /> following are General Plan goals and policies that are applicable to the proposed Project: <br /> Policy LU-1.5: Clear Boundaries. The County shall strive to preserve agricultural and <br /> open space areas that contribute to maintaining clear boundaries among cities and <br /> unincorporated communities. <br /> Policy LU-1.7: Farmland Preservation.
