4 Environmental Analysis <br /> 4.2 Agriculture and Forestry Resources <br /> Policy 52: The County shall preserve open space areas for the protection of natural <br /> resources (e.g., agriculture, wind power, and mineral extraction), protection of sensitive <br /> viewsheds (see definition in Table 1 of ECAP), preservation of biological resources, and <br /> the physical separation between neighboring communities (see Figure 4 of ECAP). <br /> Policy 54: The County shall approve only open space, recreational, agricultural, limited <br /> infrastructure public facilities (e.g., limited infrastructure, hospitals, research facilities, <br /> landfill sites,jails, etc.) and other similar and compatible uses outside the Urban Growth <br /> Boundary. <br /> Policy 56: The County shall require all new development to dedicate or acquire land for <br /> open space and/or pay equivalent in-lieu fees which shall be committed to open space <br /> land acquisition and management and shall encourage the cities to impose similar open <br /> space requirements on development in incorporated areas. <br /> Policy 73: The County shall require buffers between those areas designated for <br /> agricultural use and new non-agricultural uses within agricultural areas or abutting parcels. <br /> The size, configuration and design of buffers shall be determined based on the <br /> characteristics of the project site and the intensity of the adjacent agricultural uses, and if <br /> applicable, the anticipated timing of future urbanization of adjacent agricultural land where <br /> such agricultural land is included in a phased growth plan. The buffer shall be located on <br /> the parcel for which a permit is sought and shall provide for the protection of the maximum <br /> amount of arable, pasture, and grazing land feasible. <br /> Policy 78: In areas designated Large Parcel Agriculture, the County shall permit <br /> agricultural processing facilities (for example, wineries, olive presses) and limited <br /> agricultural support service uses that primarily support Alameda County agriculture, are <br /> not detrimental to existing or potential agricultural uses, demonstrate an adequate and <br /> reliable water supply, and comply with the other policies and programs of the Measure D <br /> Initiative (Initiative). <br /> Policy 79: The County shall require any proposal for agricultural support service uses <br /> within areas designated "Large Parcel Agriculture"or "Resource Management" to meet, <br /> at a minimum, the following criteria: <br /> oo The project will not require the extension of public sewer or water. <br /> 0o The project will not detract from agricultural production on-site or in the area. <br /> oo The project will not create a concentration of commercial uses in the area. <br /> Policy 82: In areas designated Large Parcel Agricultural, the County shall permit limited <br /> agriculture enhancing commercial uses that primarily support the area's agricultural <br /> production, are not detrimental to existing or potential agricultural use, demonstrate an <br /> adequate and reliable water supply, and comply with other policies and programs of the <br /> Initiative. <br /> Griffith Battery Energy Storage Project 4.2-7 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
