4 Environmental Analysis <br /> 4.4 Biological Resources <br /> Non-SJMSCP Covered Species <br /> Big Tarplant <br /> This species is not covered under the SJMSCP. Big tarplant is a focal species in the EACCS. The <br /> following measure would be implemented to mitigate impacts in all Project areas: <br /> oo For big tarplant populations that are not within the direct impact area but are <br /> located within 50 feet of disturbance, a qualified biologist shall flag a minimum <br /> no-disturbance buffer of at least 30 feet around the populations in the field (or <br /> other distance as approved by a qualified biologist), and maps shall be <br /> provided to on-site staff. These areas shall be avoided during construction if <br /> feasible. To delineate the areas of avoidance, a preconstruction survey would <br /> be required during the blooming period for this species(July to November)prior <br /> to the start of construction. For example, if construction was planned to start in <br /> June 2024, the area would be surveyed between July and November 2023 and <br /> those results would be used to determine the extent of the population areas. <br /> oo If big tarplant populations cannot be avoided by the Project, a <br /> restoration/enhancement plan to reduce impacts to big tarplant shall be <br /> prepared by a qualified biologist. The plan shall include the following <br /> components as needed: description of area to be developed, including maps, <br /> goals/objectives of the Project; description of the proposed site; <br /> implementation plan, including topsoil and/or seed collection and dispersal <br /> protocols; maintenance requirements, including weed removal and invasive <br /> species management during the monitoring period; monitoring plan; success <br /> criteria/performance standards; adaptive management program and remedial <br /> measures; and reporting requirements. If permanent impacts occur to big <br /> tarplant, the actual areas impacted would be mapped post-construction to <br /> quantify the amount of big tarplant impacted and the amount required to be <br /> restored. Temporary impacts (i.e., impacts in areas that would be restored to <br /> natural conditions) may be mitigated by salvaging topsoil during ground <br /> disturbance, storing the soil on-site and protecting it from weed seed dispersal, <br /> and then returning the soil horizon to its original profile to keep seeds at the <br /> appropriate soil depth. All permanent impacts shall be mitigated at a minimum <br /> ratio of 1:1 (1 acre restored for 1 acre impacted) terms are otherwise agreed <br /> to with CDFW and USFWS. <br /> California Glossy Snake <br /> The California glossy snake is not covered under the SJMSCP. The following measure would be <br /> implemented to mitigate impacts to this species in all Project areas: <br /> Preconstruction surveys for special-status reptiles shall be conducted by a qualified <br /> biologist within 14 days prior to the start of construction. The surveys shall cover suitable <br /> habitat within the area to be developed and a minimum 100-foot buffer, where accessible. <br /> If any special-status reptiles are found and cannot or do not move off-site on their own, <br /> work would not begin until coordination with the USFWS and/or CDFW has occurred to <br /> determine the appropriate course of action. <br /> Crotch's Bumble Bee <br /> This species is not covered under the SJMSCP.
