4 Environmental Analysis
4.5 Cultural Resources
site and crosses the proposed gen-tie corridor. Resource P-39-005337 is the Tesla-Salado-
Manteca 115-kV Transmission Line. This resource is not eligible for listing in the CRHR and,
therefore, not a historical resource (Price et al. 2022).
Historic USGS Map, GLO Plat Map, and Historic Aerial Review
Based on historic maps and aerial imagery, the Project area has remained primarily undeveloped
and has been used for agricultural purposes (row crops and livestock grazing) since the 1940s.
Aerial imagery from 1948 depicts a residential ranch complex consisting of a main building
(house), two outbuildings, and several trees located adjacent to the northwest Project boundary
(previously recorded site P-01-010500: Haera-Brockman-Griffith Ranch). The Project area
appears disced in 1948, 1958, 1966, 1971, and 1979. By 1993, one of the outbuildings associated
with the P-01-010500 eastern boundary is no longer extant. By 2018 and 2019, the residential
building (main house), fence line/corral, and a structure (open barn) associated with P-01-010500
(Haera-Brockman-Griffith Ranch) are no longer extant, the area appears graded, and several
trees were removed. It appears only one original outbuilding from 1948 image may remain. No
buildings, structures, or features were observed within the Project area.
Federal Land Patent Review
Review of historic land patents for the Project area (Township 2 South, Range 4 East, southeast
quarter of Section 32) indicate Reinhold Haera purchased an agricultural scrip patent in 1872 (see
the Historic Overview in Section 4.5.1.2 for historic information).
Native American Heritage Commission Sacred Lands File Search
Tetra Tech contacted the NAHC on November 15, 2021, to request an SLF Search. The NAHC
replied on December 29, 2021, that results were negative for Native American tribal resources
within the Project area and provided a list of local Native American contacts. The lead state
agency is responsible for government-to-government tribal consultation compliance under the
CEQA and AB 52 or Senate Bill 18. Consultation initiated by San Joaquin County is detailed in
Section 4.16, Tribal Cultural Resources.
4.5.3.2 Archaeological Survey Results
106-acre Land Parcel Portion of the Project Site
Qualified archaeologists conducted an intensive pedestrian survey of the 106-acre land parcel on
March 2, 2022 (Farrell and Kitchel 2022). The ground surface visibility was poor to good (15 to 80
percent) throughout the Project area. Survey transects were walked closer together in areas of
heavy vegetation (i.e., 5- to 10-meter transects). Several cows and calves were grazing on the
property during the survey and active ground squirrel burrows were present. Loose soils from
these burrows were examined for any signs of cultural resources (e.g., artifacts, midden soils).
No cultural material was observed within the Project site.
Gen-tie Corridor and PG&E Tie-in Portion of the Project Site
Qualified archaeologists and architectural historian conducted an intensive pedestrian field survey
of the land parcel south of the PG&E Tesla Substation that included the gen-tie corridors on
September 28, 29, and 30, 2021, and on June 7, 2022 (Price et al. 2022). Ground visibility was
good, and the field team walked transects spaced no greater than 15 meters apart across the
Griffith Energy Storage Project 4.5-14 Tetra Tech/SCH 2022120675
Draft Environmental Impact Report August 2023
