4 Environmental Analysis <br /> 4.5 Cultural Resources <br /> been maintained and updated with new poles since 1947. Although they remain unevaluated, <br /> both resources likely do not qualify as historic resources under CEQA based on lack of historic <br /> integrity: the ranch because its buildings are no longer extant, and the transmission line because <br /> it has been modified with new materials since 1947. The Project would avoid these resources <br /> and, therefore, have no direct impact on these resources. Furthermore, the Project is not <br /> anticipated to have an adverse visual impact on the setting of these resources based the current <br /> visual setting of the area, which contains several existing transmission line towers, poles, a <br /> substation, buildings, and roads. Project elements would be 6 to 10 feet tall, shorter than other <br /> elements in the vicinity, which include the PG&E Tesla Substation and at least four transmission <br /> lines. Additionally, the Project would be contained within only an estimated 32 acres of the overall <br /> parcel, about 0.2 miles to the south-southeast of P-01-10500, further minimizing its potential <br /> visual impact to the already impacted setting. <br /> Therefore, the Project would have a less than significant impact to a historical resource or unique <br /> resource pursuant to Sectionl5064.5. <br /> Mitigation: None required. <br /> IMPACT 4.5-2: Would the project cause a substantial adverse change in the significance of an <br /> archaeological resource pursuant to Section15064.5? (Less than Significant Impact with <br /> Mitigation Incorporated) <br /> No archaeological resources were identified within the Project site that meet the CEQA's definition <br /> of a significant archaeological resource pursuant to Section 15064.5. <br /> Construction of the Project could potentially impact previously unidentified, buried archaeological <br /> resources. Based on the natural setting, landforms, records search results, NAHC SLF results, <br /> field survey, known site density, and disturbance to native soils, the Project area is assessed as <br /> having a low sensitivity for buried archaeological resources. Despite the low sensitivity, there is a <br /> possibility that buried archaeological deposits may be encountered during Project-related <br /> subsurface excavation. <br /> Mitigation: If previously unidentified archaeological resources are discovered during ground- <br /> disturbing activities during construction, the Project may have significant impacts. To reduce <br /> potential impacts, Mitigation Measures CUL-1, which requires worker awareness training <br /> regarding tribal and cultural resources, and CUL-2, the inadvertent discovery plan for cultural <br /> resources, should be implemented. Thus, the Project would have less than significant impacts to <br /> historic and archaeological resources with the implementation of Mitigation Measures CULA <br /> and CUL-2. <br /> IMPACT 4.5-3: Would the project disturb any human remains, including those interred outside of <br /> formal cemeteries?(Less than Significant Impact) <br /> No human remains or cemeteries were identified within the Project site as a result of the record <br /> searches, NAHC SLF search, AB 52 notification (see Section 4.16), and pedestrian field survey. <br /> Existing regulations require that, if human remains and/or cultural items defined by Health and <br /> Safety Code, Section 7050.5, are inadvertently discovered, all work in the vicinity of the find would <br /> Griffith Energy Storage Project 4.5-17 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
