4 Environmental Analysis <br /> 4.9 Hazards and Hazardous Materials <br /> or land that is covered with flammable material shall at all times maintain defensible space of 100 <br /> feet from each side and from the front and rear of the structure, but not beyond the property line. <br /> Public Resources Code Sections 4292 and 4293 require that any person who owns, controls, <br /> operates, or maintains any electrical transmission or distribution line shall maintain a firebreak <br /> clearing around and adjacent to any pole, tower, and conductor that carries electric current as <br /> specified in the section. <br /> California Strategic Fire Plan <br /> The 2018-2023 Strategic Plan is the most recent statewide plan for the adaptive management of <br /> wildfire (CAL FIRE 2019). The central goals critical to reducing and preventing the impacts of fire <br /> revolve around both suppression efforts, natural resource management, and fire prevention <br /> efforts. The key goals of the Fire Plan include the following: <br /> 1. Improve our core capabilities; <br /> 2. Enhance internal operations; <br /> 3. Ensure health and safety; and <br /> 4. Build an engaged, motivated, innovative workforce. <br /> The Fire Plan does not contain any specific requirements or regulations. Rather, the plan details <br /> the goals and objectives, sets the course for the department, and will guide Budget Change <br /> Proposals (BCP) and management direction (CAL FIRE 2019). <br /> Health and Safety Code Section 41700 <br /> This statute states: <br /> no person shall discharge from any source whatsoever such quantities of air contaminants <br /> or other material which cause injury, detriment, nuisance, or annoyance to any <br /> considerable number of persons or to the public, or which endanger the comfort, repose, <br /> health, or safety of any such persons or the public, or which cause, or have a natural <br /> tendency to cause injury or damage to business or property. <br /> Emergency Response <br /> The California Governor's Office of Emergency Services (Cal OES) developed the State of <br /> California Emergency Plan (Cal OES 2017)to coordinate federal, state, local, and private agency <br /> emergency service providers' response to natural or human-caused emergencies. Responding to <br /> hazardous materials incidents is one part of this plan. The plan is administered by the Cal OES, <br /> which coordinates the responses of other agencies. <br /> State Responsibility Area <br /> In designated SRAs, the State is financially responsible for the suppression and prevention of <br /> wildfires (Public Resources Code Section 4102). Its designated SRAs consist of more than 31 <br /> million acres. The California Department of Forestry and Fire Protection (CAL FIRE) maintains a <br /> statewide map of fire hazard severity zones (FHSZ) and responsibility areas.
