4 Environmental Analysis <br /> 4.9 Hazards and Hazardous Materials <br /> The Land Use and Environmental Health and Safety Elements of the ECAP contains goals and <br /> policies related to hazards and the proposed Project that are not related to wildfire (Alameda <br /> County 2000): <br /> Land Use <br /> Goal: To minimize the risks to lives and property due to environmental hazards. <br /> Policy 135: The County, prior to approving new development, shall evaluate the degree <br /> to which the development could result in loss of lives or property, both within the <br /> development and beyond its boundaries, in the event of a natural disaster. <br /> Environmental Health and Safety <br /> Goal: To minimize the risks to lives and property due to fire hazards. <br /> Policy 319: The County shall adhere to the provisions of the Alameda County Fire <br /> Protection Master Plan and Fire Hazard Mitigation Plan. <br /> Policy 320: The County shall consider, in reviewing development projects and subdivision <br /> of agricultural lands, the severity of natural fire hazards, potential damage from wildland <br /> and structural fires, the adequacy of fire protection services, road access, and the <br /> availability of an adequate water supply and pressure. <br /> Policy 323: The County shall refer development applications to the County Fire Patrol, or <br /> local fire district, for review and recommendation. <br /> Alameda County Local Hazard Mitigation Plan <br /> The Alameda County LHMP was last updated in 2021 and adopted by the County Board of <br /> Supervisors and approved by FEMA in March 2022. The purpose of this plan, a requirement of <br /> FEMA, is to identify the natural hazards in our area, determine how they will impact our community, <br /> and develop strategies to lessen the effect of those hazards and create a more disaster-resilient <br /> Alameda County. The plan includes a discussion of Climate Change Adaptation and will also <br /> maximize the Community Rating System (CRS) credit for County residents under the auspices of <br /> the National Flood Insurance Program (NFIP) (Alameda County 2022). <br /> 4.9.3 Thresholds of Significance <br /> A project would result in significant impacts to hazards and hazardous materials if it would: <br /> a) Create a significant hazard to the public or the environment through the routine transport, <br /> use, or disposal of hazardous materials; <br /> b) Create a significant hazard to the public or the environment through the reasonably <br /> foreseeable upset and accident conditions involving the likely release of hazardous <br /> materials into the environment; <br /> c) Emit hazardous emissions or handle hazardous materials or acutely hazardous materials, <br /> substances, or waste within 0.25 mile of an existing or proposed school; <br /> Griffith Energy Storage Project 4.9-11 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
