4 Environmental Analysis <br /> 4.11 Land Use and Planning <br /> In accordance with Policy 123, biological resources are addressed in Section 4.4, Biological <br /> Resources, of this Draft EIR. As discussed therein, the gen-tie line would not result in any <br /> significant and unavoidable impacts to biological resources with implementation of Mitigation <br /> Measures 13I0-1, 13I0-2, and 13I0-3. <br /> In accordance with Policies 134 and 135 and as determined by this Draft EIR, the Project, and <br /> specifically the gen-tie line, would not be located within an area with potential natural hazards, <br /> including flooding, geologic, wildland fire, or other environmental hazards. Refer to Section 4.10, <br /> Hydrology and Water Quality, regarding flood hazards, Section 4.7, Geology, Soils, and <br /> Paleontological Resources, regarding geologic hazards, Section 4.18, Wildfire, regarding <br /> wildland fire hazards, and Section 4.9, Hazards and Hazardous Materials, regarding other <br /> environmental hazards such as those associated with the use, transport, and disposal of <br /> hazardous materials. Impacts associated with natural hazards were all determined to be less than <br /> significant. <br /> In accordance with Policy 137, and as discussed in Sections 4.5, Cultural Resources, and 4.16, <br /> Tribal Cultural Resources, of this Draft EIR, a Cultural Resource Phase I Investigation has been <br /> prepared for the Project.Additionally, the County as initiated tribal consultation in accordance with <br /> AB 52 requirements. As determined by this Draft EIR, impacts to cultural resources and tribal <br /> cultural resources would be mitigated to below a level of significance with implementation of <br /> Mitigation Measures CUL-1 (Cultural Resource Worker Education/Training) and CUL-2 <br /> (Inadvertent Discovery of Archeological Resources During Construction). Therefore, development <br /> of the gen-tie line would be consistent with this policy. <br /> Development of the gen-tie line would also be consistent with the applicable Transportation <br /> Element policies of the Alameda County ECAP, including Policies 180 and 215. A Traffic Impact <br /> Study has been prepared for the Project, included as Appendix G. As discussed in Section 4.15, <br /> Transportation, of this Draft EIR, the Project, including the gen-tie line, would result in less than <br /> significant transportation impacts and would not be required to make transportation system <br /> improvements, and specifically within Alameda County. In accordance with Policy 215, the <br /> Project would result in less than significant impacts related to impacts on scenic highway <br /> corridors, as discussed in Section 4.1, Aesthetics, of this Draft EIR. <br /> Development of the gen-tie line would also be consistent with the applicable Public Services and <br /> Facilities Element policies of the Alameda County ECAP, including Policies 218, 253, 254, 275, <br /> 285, 286, and 287. In accordance with Policy 218, the gen-tie would be sited in an appropriate <br /> location outside the Urban Growth Boundary and consistent with the Land Use Diagram of the <br /> ECAP. <br /> In accordance with Policy 243, and as discussed in Section 4.14, Public Services and Facilities, <br /> of the Draft EIR, the Project would result in less than significant impacts related to the adequate <br /> provision of police, fire, and emergency medical services and facilities. In accordance with <br /> Policies 253 and 254, and as discussed in Section 4.17, Utilities and Service Systems, of this <br /> Draft EIR, there is a sufficient water supply to support development of the Project, and specifically <br /> the gen-tie line. Further, in accordance with Policy 275, the Project would not include permanent <br /> sanitary facilities and thus would not impact wastewater treatment capacity. <br /> The Project would also support Policies 285 and 286 in providing new electric service facilities <br /> for existing and future needs within the region and in working with PG&E to design and locate the <br /> Griffith Battery Energy Storage Project 4.11-24 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
