4 Environmental Analysis <br /> 4.13 Noise <br /> IMPACT 4.13-2: Would the project result in generation of excessive groundborne vibration or <br /> groundborne noise levels?(Less than Significant Impact) <br /> This vibration analysis evaluated the worst-case vibration source, which would be the pile driver. <br /> Based on vibration propagation calculations, construction vibration levels are predicted to be <br /> 0.00255 PPV in/sec, or 56 VdB, at the nearest non-participating residential receptor, which is <br /> approximately 1,000 feet from the site. These levels are based on the worst-case vibration <br /> producing equipment and it is expected that other vibration generating equipment proposed for <br /> the Project construction would result in lower vibration levels. Vibration levels at the nearest non- <br /> participating sensitive receptor will be below the minimum vibration level for human perception of <br /> 65 VdB. <br /> The only significant source of vibration resulting from the Project would occur during construction. <br /> Vibration levels have been analyzed and are not expected to be disturbing for human perception <br /> thresholds or detrimental to nearby structures throughout the duration of construction. Once <br /> construction is completed, the Project is not expected to have any significant operational vibration. <br /> The Project as a whole is considered to have a less than significant impact to excessive ground- <br /> borne vibration or ground-borne noise levels. <br /> Mitigation: None required. <br /> IMPACT 4.13-3: For a project within the vicinity of a private airstrip or an airport land use plan or, <br /> where such a plan has not been adopted, within two miles of a public airport or public use airport, <br /> would the project expose people residing or working in the project area to excessive noise levels? <br /> (No Impact) <br /> The Project is not within 2 miles of a public airport or public use airport or in the vicinity of a private <br /> airstrip or an airport land use plan. There would be no impact. <br /> Mitigation: None required. <br /> 4.13.5 Mitigation Measures <br /> The following mitigation measures are recommended to reduce significant impacts to noise <br /> resources. <br /> NOISE-1: The Project will include sound walls along the perimeter of the Project and between <br /> select BESS units. The sound walls will be of various heights and at least 3 pounds per square <br /> foot with minimal cracks or gaps. This mitigation measure is a result of the current operational <br /> equipment selected for the Project. When updated equipment is selected, another assessment <br /> will be conducted to evaluate the need for this mitigation measure. The same performance <br /> thresholds presented in this report will be used as a determination of significant impact when <br /> assessing any updated equipment, i.e., the San Joaquin County Ordinance Code and a 3 dB <br /> increase over ambient. <br /> NOISE-2: The Project shall construct soundwalls on the western and eastern portions of the <br /> Project site to shield the surrounding residential properties.
