4 Environmental Analysis <br /> 4.14 Public Services <br /> 4.14 PUBLIC SERVICES <br /> This section identifies and evaluates issues related to public services in the context of the Griffith <br /> Energy Storage Project (Project). It includes the physical and regulatory setting, the criteria used <br /> to evaluate the significance of potential impacts, the methods used in evaluating these impacts, <br /> and the results of the impact assessment. During the scoping process, the Tracy Fire District <br /> provided comments on its difficulty accessing the meeting, the permitting process, alternative <br /> technologies, wildfire risks, effects of hazardous materials on human beings, emergency <br /> response plans, and fire station locations. These comments have been addressed in this Draft <br /> Environmental Impact Report (EIR). <br /> 4.14.1 Existing Conditions <br /> The setting for public services includes the service areas of the fire protection, police protection, <br /> schools, parks, library, and medical providers that would serve the Project. <br /> Fire Protection <br /> The South San Joaquin County Fire Authority (SJC Fire)would provide fire services to the portion <br /> of the Project site in San Joaquin County. The battery energy storage facility is located in the <br /> Tracy Rural Fire District (San Joaquin County 2022). The nearest station is Tracy Fire Station 94, <br /> located at 16502 West Schulte Road in the City of Tracy and is approximately 2 miles from the <br /> Project site. The station houses a 2020 Pierce/Velocity Type 1 pumper advanced life support unit <br /> staffed with three personnel and a 2020 Type 3 OES Engine (Engine 4307). The station is located <br /> on a site adjacent to California Department of Forestry and Fire Protection Santa Clara Unit, <br /> Station 26 (SJC Fire 2022). The Alameda County Fire Department would provide fire services to <br /> the portion of the generation tie (gen-tie) line corridor in Alameda County and the Pacific Gas and <br /> Electric (PG&E) Tesla Substation (Alameda County Fire Department 2023). The nearest station <br /> is located at 7000 East Avenue in the City of Livermore and is approximately 8 miles from the <br /> gen-tie line corridor. <br /> Police Protection <br /> The Project site would be serviced by the San Joaquin County Sheriff's Department, which is <br /> located in French Camp approximately 18 miles from the Project site. The Sheriff's Department <br /> is located at 7000 Michael Canlis Boulevard, French Camp, California, 95231. Additionally, the <br /> Tracy Police Department provides mutual aid to the San Joaquin County Sheriff's Office when a <br /> situation exceeds the capabilities of either department. Mutual aid is coordinated by the San <br /> Joaquin County Sheriff's Office (City of Tracy 2011). The Tracy Police Department is located <br /> approximately 7.5 miles from the Project site at 1000 Civic Center Drive, Tracy, California, 95376. <br /> The Alameda County Sheriff's Office would service the portion of the gen-tie line in Alameda <br /> County and the PG&E Tesla Substation (Alameda County Sheriff's Office 2023). The Sheriff's <br /> Department is located at 6289 Madigan Road in the City of Dublin and is approximately 18 miles <br /> from the gen-tie line corridor. <br /> Schools <br /> The Project site would be served by the Tracy Unified School District (TUSD), which is comprised <br /> of three comprehensive high schools, two alternative education high schools, one community <br /> Griffith Energy Storage Project 4.14-1 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
