4 Environmental Analysis 4.14 Public Services 4.14 PUBLIC SERVICES This section identifies and evaluates issues related to public services in the context of the Griffith Energy Storage Project (Project). It includes the physical and regulatory setting, the criteria used to evaluate the significance of potential impacts, the methods used in evaluating these impacts, and the results of the impact assessment. During the scoping process, the Tracy Fire District provided comments on its difficulty accessing the meeting, the permitting process, alternative technologies, wildfire risks, effects of hazardous materials on human beings, emergency response plans, and fire station locations. These comments have been addressed in this Draft Environmental Impact Report (EIR). 4.14.1 Existing Conditions The setting for public services includes the service areas of the fire protection, police protection, schools, parks, library, and medical providers that would serve the Project. Fire Protection The South San Joaquin County Fire Authority (SJC Fire)would provide fire services to the portion of the Project site in San Joaquin County. The battery energy storage facility is located in the Tracy Rural Fire District (San Joaquin County 2022). The nearest station is Tracy Fire Station 94, located at 16502 West Schulte Road in the City of Tracy and is approximately 2 miles from the Project site. The station houses a 2020 Pierce/Velocity Type 1 pumper advanced life support unit staffed with three personnel and a 2020 Type 3 OES Engine (Engine 4307). The station is located on a site adjacent to California Department of Forestry and Fire Protection Santa Clara Unit, Station 26 (SJC Fire 2022). The Alameda County Fire Department would provide fire services to the portion of the generation tie (gen-tie) line corridor in Alameda County and the Pacific Gas and Electric (PG&E) Tesla Substation (Alameda County Fire Department 2023). The nearest station is located at 7000 East Avenue in the City of Livermore and is approximately 8 miles from the gen-tie line corridor. Police Protection The Project site would be serviced by the San Joaquin County Sheriff's Department, which is located in French Camp approximately 18 miles from the Project site. The Sheriff's Department is located at 7000 Michael Canlis Boulevard, French Camp, California, 95231. Additionally, the Tracy Police Department provides mutual aid to the San Joaquin County Sheriff's Office when a situation exceeds the capabilities of either department. Mutual aid is coordinated by the San Joaquin County Sheriff's Office (City of Tracy 2011). The Tracy Police Department is located approximately 7.5 miles from the Project site at 1000 Civic Center Drive, Tracy, California, 95376. The Alameda County Sheriff's Office would service the portion of the gen-tie line in Alameda County and the PG&E Tesla Substation (Alameda County Sheriff's Office 2023). The Sheriff's Department is located at 6289 Madigan Road in the City of Dublin and is approximately 18 miles from the gen-tie line corridor.
