4 Environmental Analysis
4.15 Transportation
4.15 TRANSPORTATION
This section identifies and evaluates issues related to transportation in the context of the Griffith
Energy Storage Project (Project). It includes the physical and regulatory setting, the criteria used
to evaluate the significance of potential impacts, the methods used in evaluating these impacts,
and the results of the impact assessment. San Joaquin County (County) did not receive scoping
comments relating to transportation.
A Traffic Impact Study was prepared for the proposed Project and is provided as Appendix G of
this Draft EIR. The following discussion includes summaries and provides specific discussions of
results and conclusions.
4.15.1 Existing Conditions
The existing setting includes descriptions of the roadways and documentation of existing vehicular
traffic, major highways, local roads, and pedestrian and bicycle access conditions.
The Project is approximately 5 miles southwest of the center of city of Tracy and approximately 1
mile southwest of the Interstate (1)-580/1-205 interchange. The Project site can be accessed from
1-580 via West Patterson Pass Road to Midway Road.
4.15.1.1 Environmental Setting
The San Joaquin County and Alameda County roadway system comprises freeways, arterials,
and local streets. Each county maintains its local roadways, and there are also state and interstate
roadways that connect the two counties, as described below and shown in Figure 4.15-1.
Major Highways
1-580 is an 8-to 20-lane east-west freeway that runs from the San Francisco-Oakland Bay Bridge,
traveling through the Eden Area in Ashland, before turning east to Castro Valley, Livermore, and
the Central Valley.Access to 1-580 from the Project site is provided via West Patterson Pass Road
(approximately 2 miles from the Project site). Access to 1-580 is also possible from Grant Line
Road via North Midway Road.
East of the Project site, 1-580 is a four-lane divided highway; north of the Project site, it is an eight-
lane divided highway. 1-580 runs from the San Francisco-Oakland Bay Bridge, traveling through
the Eden Area in Ashland, before turning east to Castro Valley, Livermore, and the Central Valley.
In the Central Valley, 1-580 generally runs northwest-southeast and ends at 1-5. According to the
most recent data published by the California Department of Transportation (Caltrans), the average
annual daily traffic volume on 1-580 in the vicinity of the Project site is approximately 4,700
vehicles during the peak traffic hour (Caltrans 2019).
1-205 is a six- to eight-lane, east-west divided highway that provides a connection between 1-580
(north of the Project site) to 1-5 further east. According to the most recent data published by
Caltrans, the average annual daily traffic volume on 1-205 in the vicinity of the Project site is
approximately 8,400 vehicles during the peak traffic hour (Caltrans 2019).
Griffith Energy Storage Project 4.15-1 Tetra Tech/2022120675
Draft Environmental Impact Report June 2023
