4 Environmental Analysis <br /> 4.15 Transportation <br /> 4.15 TRANSPORTATION <br /> This section identifies and evaluates issues related to transportation in the context of the Griffith <br /> Energy Storage Project (Project). It includes the physical and regulatory setting, the criteria used <br /> to evaluate the significance of potential impacts, the methods used in evaluating these impacts, <br /> and the results of the impact assessment. San Joaquin County (County) did not receive scoping <br /> comments relating to transportation. <br /> A Traffic Impact Study was prepared for the proposed Project and is provided as Appendix G of <br /> this Draft EIR. The following discussion includes summaries and provides specific discussions of <br /> results and conclusions. <br /> 4.15.1 Existing Conditions <br /> The existing setting includes descriptions of the roadways and documentation of existing vehicular <br /> traffic, major highways, local roads, and pedestrian and bicycle access conditions. <br /> The Project is approximately 5 miles southwest of the center of city of Tracy and approximately 1 <br /> mile southwest of the Interstate (1)-580/1-205 interchange. The Project site can be accessed from <br /> 1-580 via West Patterson Pass Road to Midway Road. <br /> 4.15.1.1 Environmental Setting <br /> The San Joaquin County and Alameda County roadway system comprises freeways, arterials, <br /> and local streets. Each county maintains its local roadways, and there are also state and interstate <br /> roadways that connect the two counties, as described below and shown in Figure 4.15-1. <br /> Major Highways <br /> 1-580 is an 8-to 20-lane east-west freeway that runs from the San Francisco-Oakland Bay Bridge, <br /> traveling through the Eden Area in Ashland, before turning east to Castro Valley, Livermore, and <br /> the Central Valley.Access to 1-580 from the Project site is provided via West Patterson Pass Road <br /> (approximately 2 miles from the Project site). Access to 1-580 is also possible from Grant Line <br /> Road via North Midway Road. <br /> East of the Project site, 1-580 is a four-lane divided highway; north of the Project site, it is an eight- <br /> lane divided highway. 1-580 runs from the San Francisco-Oakland Bay Bridge, traveling through <br /> the Eden Area in Ashland, before turning east to Castro Valley, Livermore, and the Central Valley. <br /> In the Central Valley, 1-580 generally runs northwest-southeast and ends at 1-5. According to the <br /> most recent data published by the California Department of Transportation (Caltrans), the average <br /> annual daily traffic volume on 1-580 in the vicinity of the Project site is approximately 4,700 <br /> vehicles during the peak traffic hour (Caltrans 2019). <br /> 1-205 is a six- to eight-lane, east-west divided highway that provides a connection between 1-580 <br /> (north of the Project site) to 1-5 further east.
