4 Environmental Analysis <br /> 4.15 Transportation <br /> San Joaquin Council of Governments Regional Transportation Plan/Sustainable <br /> Communities Strategy <br /> The SJCOG RTP/SCS is a long-term vision for the transportation needs in the County. <br /> Additionally, the RTP/SCS considers future population growth and housing needs, as well as <br /> goals for the environment, economy, and public health. The RTP/SCS looks at how the County <br /> will integrate transportation and land use to allow for transportation options to assist in the <br /> region's growth. In Chapter 3 of the RTP/SCS, strategies are outlined to achieve the goals set <br /> throughout the plan. <br /> Policy: Enhance the Environment for Existing and Future Generations and <br /> Conserve Energy. <br /> Strategy No. 1: Encourage efficient development patterns that maintain <br /> agricultural viability and natural resources. <br /> Strategy No. 2: Encourage preservation of natural resources. <br /> Strategy No. 3: Enhance the connection between land use and transportation <br /> choices through projects supporting energy and water efficiency. <br /> Strategy No. 4: Improve air quality by reducing transportation-related emissions. <br /> Alameda County East County Area Plan <br /> The ECAP contains goals and policies to maintain an efficient circulation network in the eastern <br /> portion of Alameda County. These goals include creating and maintaining a balanced multimodal <br /> transportation system, cooperating with other regional transportation planning agencies, <br /> integrating pedestrian infrastructure into the transportation system, and mitigating exceedances <br /> of LOS standards. The ECAP standard for major intercity arterials is LOS D or better. Alameda <br /> County has not established designated local truck routes nor adopted specific policies regarding <br /> management of construction activities. <br /> The ECAP contains transportation and traffic goals and policies applicable to the Project <br /> (Alameda County 2002). Goals in the ECAP are intended to be general statements of a condition <br /> Alameda County wants to achieve, and the associated policies are the focused statements of how <br /> Alameda County will achieve these goals. The Transportation Systems goals and policies listed <br /> below are considered relevant to the Project. <br /> General Transportation <br /> Goal: To create and maintain a balanced, multi-modal transportation system that <br /> provides for the efficient and safe movement of people, goods, and services. <br /> Policy 179: The County shall adhere to provisions of the RTP, Countywide <br /> Transportation Plan, and County Congestion Management Program (CMP), <br /> insofar as they are not inconsistent with the Initiative. <br /> Transportation Demand Management <br /> Goal: To reduce East County traffic congestion. <br /> Griffith Energy Storage Project 4.15-7 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
