4 Environmental Analysis
4.16 Tribal Cultural Resources
landscape that is geologically defined in terms of the size and scope of the landscape, sacred
plan, or object with cultural value to a California Native American tribe that is:
i) Listed or eligible for listing in the California Register of Historical Resources, or in a
local register of historical resources as defined in Public Resources Code 5020.1(k);
or
ii) A resource determined by the lead agency, in its discretion and supported by
substantial evidence, to be significant pursuant to criteria set forth in subdivision (c) of
Public Resources Code section 5024.1. In applying the criteria set forth in subdivision
(c) of Public Resources Code section 5024.1, as the CEQA lead agency, has
considered the significance of the resource to a California Native American tribe?
(Less than Significant Impact with Mitigation)
The combined NWIC record search, NAHC SLF search, intensive pedestrian field surveys (see
Section 4.5), and tribal notification did not identify any tribal cultural resources within the Project
site that are listed in a local register or listed in, or eligible for listing in, the California Register of
Historical Resources (CRHR).
Per AB 52 (21080.3.1), San Joaquin County, as the lead CEQA agency, sent a Project
consultation letter to the following Tribal governments on September 21, 2022:
oo Buena Vista Rancheria;
oo California Tribal TANF Partnership;
oo California Valley Miwok Tribe;
 North Valley Yokuts Tribe; and
oo United Auburn Indian Community.
No responses have been received to date from any of the Tribes.
Mitigation: Implementation of Mitigation Measures CUL-1 (Cultural Resource Worker
Education/Training) and CUL-2 (Inadvertent Discovery of Archaeological Resources During
Construction) would ensure that tribal resources would be appropriately addressed, therefore
reducing any significant impacts. Thus, after mitigation, the Project would have a less than
significant impact.
4.16.5 Mitigation Measures
Mitigation Measures CUL-1 and CUL-2 would be implemented, as described in Section 4.5,
Cultural Resources.
Through the implementation of Mitigation Measures CUL-1 and CUL-2, the Project would not
have a substantial adverse effect on any tribal cultural resources, and no additional mitigation
measures would be required.
Griffith Energy Storage Project 4.16-3 Tetra Tech/SCH 2022120675
Draft Environmental Impact Report August 2023
