4 Environmental Analysis
4.18 Wildfire
4.18.1.5 California Public Utilities Commission-designated Wildfire Hazard Zones
Pursuant to its Fire Safety Rulemaking, the California Public Utilities Commission (CPUC)
mapped high fire threat areas where more stringent inspection, maintenance, vegetation
clearance, and wire clearance requirements (as required by CPUC General Orders 95, 165, and
166, described in Section 4.18.2.2, below) would be implemented due to the elevated risk for
powerline fires. The CPUC High Fire Threat District Map identifies three tiers of elevated risk for
fires associated with utilities. The Project site is not located in a CPUC-designated High Fire
Threat District (HFTD). The closest CPUC-designated HFTD is located approximately 5 miles
southwest of the Project site (CPUC 2022).
4.18.1.6 Fire Protection Services
South San Joaquin County Fire Authority(SJC Fire)would provide local fire services to the Project
site, which is in the Tracy Rural Fire District (San Joaquin County 2022a). The nearest station is
Tracy Fire Station 94, located at 16502 West Schulte Road in the City of Tracy and is
approximately 2 miles from the Project site by road, with a drive time of approximately 5 to 10
minutes. The station houses a 2020 Pierce/Velocity Type 1, pumper advanced, life support unit
staffed with three personnel and one 2020 Type 3 OES Engine (Engine 4307). The station is
located on a site adjacent to California Department of Forestry and Fire Protection Santa Clara
Unit, Station 26 (SJC Fire 2022).
The Alameda County Fire Department (ACFD) is also responsible for providing emergency fire
and medical response to all residents of the unincorporated areas of Alameda County. The
nearest ACFD station is located at 7000 East Avenue in the City of Livermore, approximately 8
miles west of the Project site.
CAL FIRE is also responsible for providing wildland fire protection, fire prevention, and resource
management on more than 31 million acres of SRA lands throughout California. In addition, CAL
FIRE provides emergency services to 115 local government cooperators through agreements
with districts, cities, and counties. CAL FIRE is also responsible for fire protection and suppression
activities in the area, as the Project site is located within a SRA. CAL FIRE Station 26 is located
adjacent to the aforementioned Tracy Fire Station 94.
Primary fire services for the BESS would be provided by SJC Fire in San Joaquin County. The
ACFD would provide fire services to the portion of the gen-tie corridor in Alameda County and the
PG&E Tesla Substation. CAL FIRE would also provide secondary fire services to the entire
Project site as the site is located entirely within the SRA.
4.18.2 Regulatory Setting
4.18.2.1 Federal
North American Electric Reliability Corporation Standards
The North American Electric Reliability Corporation (NERC) is a nonprofit corporation comprising
six regional reliability councils. The overarching goal of NERC is to ensure the reliability of the
bulk power system in North America. To achieve its goal, NERC develops and enforces reliability
standards, monitors the bulk power systems, and educates, trains, and certifies industry
personnel (NERC 2022). To improve the reliability of regional electric transmission systems and
Griffith Energy Storage Project 4.18-4 Tetra Tech/SCH 2022120675
Draft Environmental Impact Report August 2023
