4 Environmental Analysis <br /> 4.18 Wildfire <br /> 4.18.1.5 California Public Utilities Commission-designated Wildfire Hazard Zones <br /> Pursuant to its Fire Safety Rulemaking, the California Public Utilities Commission (CPUC) <br /> mapped high fire threat areas where more stringent inspection, maintenance, vegetation <br /> clearance, and wire clearance requirements (as required by CPUC General Orders 95, 165, and <br /> 166, described in Section 4.18.2.2, below) would be implemented due to the elevated risk for <br /> powerline fires. The CPUC High Fire Threat District Map identifies three tiers of elevated risk for <br /> fires associated with utilities. The Project site is not located in a CPUC-designated High Fire <br /> Threat District (HFTD). The closest CPUC-designated HFTD is located approximately 5 miles <br /> southwest of the Project site (CPUC 2022). <br /> 4.18.1.6 Fire Protection Services <br /> South San Joaquin County Fire Authority(SJC Fire)would provide local fire services to the Project <br /> site, which is in the Tracy Rural Fire District (San Joaquin County 2022a). The nearest station is <br /> Tracy Fire Station 94, located at 16502 West Schulte Road in the City of Tracy and is <br /> approximately 2 miles from the Project site by road, with a drive time of approximately 5 to 10 <br /> minutes. The station houses a 2020 Pierce/Velocity Type 1, pumper advanced, life support unit <br /> staffed with three personnel and one 2020 Type 3 OES Engine (Engine 4307). The station is <br /> located on a site adjacent to California Department of Forestry and Fire Protection Santa Clara <br /> Unit, Station 26 (SJC Fire 2022). <br /> The Alameda County Fire Department (ACFD) is also responsible for providing emergency fire <br /> and medical response to all residents of the unincorporated areas of Alameda County. The <br /> nearest ACFD station is located at 7000 East Avenue in the City of Livermore, approximately 8 <br /> miles west of the Project site. <br /> CAL FIRE is also responsible for providing wildland fire protection, fire prevention, and resource <br /> management on more than 31 million acres of SRA lands throughout California. In addition, CAL <br /> FIRE provides emergency services to 115 local government cooperators through agreements <br /> with districts, cities, and counties. CAL FIRE is also responsible for fire protection and suppression <br /> activities in the area, as the Project site is located within a SRA. CAL FIRE Station 26 is located <br /> adjacent to the aforementioned Tracy Fire Station 94. <br /> Primary fire services for the BESS would be provided by SJC Fire in San Joaquin County. The <br /> ACFD would provide fire services to the portion of the gen-tie corridor in Alameda County and the <br /> PG&E Tesla Substation. CAL FIRE would also provide secondary fire services to the entire <br /> Project site as the site is located entirely within the SRA. <br /> 4.18.2 Regulatory Setting <br /> 4.18.2.1 Federal <br /> North American Electric Reliability Corporation Standards <br /> The North American Electric Reliability Corporation (NERC) is a nonprofit corporation comprising <br /> six regional reliability councils. The overarching goal of NERC is to ensure the reliability of the <br /> bulk power system in North America. To achieve its goal, NERC develops and enforces reliability <br /> standards, monitors the bulk power systems, and educates, trains, and certifies industry <br /> personnel (NERC 2022).
