5 Comparison of Comparison of Alternatives <br /> construction and operation or with the potential for disturbing unknown hazardous materials <br /> during construction would occur. <br /> 5.3.1.10 Hydrology and Water Quality <br /> This alternative would not include any new development on the site or other ground-disturbing <br /> activities that would alter the hydrology of the site; therefore, no impacts would occur. <br /> 5.3.1.11 Land Use and Planning <br /> This alternative would not include any new development on the site or involve any activities that <br /> would not be consistent with the County's general plan policies and Zoning Ordinance.As a result, <br /> there would be no impact to land use and planning. <br /> 5.3.1.12 Mineral Resources <br /> This alternative would not include any new development on the site or other ground-disturbing <br /> activities. There would be no changes to the physical environment that could result in a loss of <br /> the availability of a known mineral resource that may be of value to the region or of a locally <br /> important mineral resource recovery site; therefore, no impacts would occur. <br /> 5.3.1.13 Noise <br /> This alternative would not introduce new land uses that would generate construction or <br /> operational noise that would increase the ambient noise levels in the surrounding area. No <br /> impacts to existing noise levels would occur. <br /> 5.3.1.14 Public Services <br /> Under the No Project Alternative, no new demands on public services would occur; therefore, no <br /> impacts would occur. <br /> 5.3.1.15 Transportation <br /> Under this alternative, development of the proposed Project site would not occur. The proposed <br /> Project site would remain undeveloped and vehicle miles traveled would not increase as a result <br /> of this alternative. This alternative would not have any impacts to the existing transportation <br /> system or traffic volumes. <br /> 5.3.1.16 Tribal Cultural Resources <br /> Most of the proposed Project area has been disturbed by past agricultural activities. This <br /> alternative would not include any new type of ground-disturbing-activities or involve removal of <br /> any tribal cultural resources. No impacts to tribal cultural resources would occur. <br /> 5.3.1.17 Utilities and Service Systems <br /> Under the No Project Alternative, no new utilities would be needed for the operation of the Project <br /> site; therefore, no impacts would occur. <br /> 5.3.1.18 Wildfire <br /> This alternative would not include any new development on the Project site or involve any <br /> activities that would increase risk of wildfire.
