5 Comparison of Comparison of Alternatives <br /> materials during operation under the Project would be minimal. The impacts of the Three-Terrace <br /> Southeast Corner Alternative would be similar to those of the Project. <br /> 5.4.1.10 Hydrology and Water Quality <br /> The Three-Terrace Southeast Corner Alternative would result in more earthwork compared to the <br /> Project, resulting in an increased potential for erosion and sedimentation. The NPDES <br /> Construction General Permit and other existing regulatory requirements would still apply to this <br /> alternative to reduce potential impacts. The Three-Terrace Southeast Corner Alternative would <br /> result in greater impacts to hydrology and water quality compared to the Project, due to the greater <br /> amount of earthwork. <br /> 5.4.1.11 Land Use and Planning <br /> The Three-Terrace Southeast Corner Alternative would include battery energy storage facilities <br /> on the same parcels as the Project, such that this alternative would also not physically divide an <br /> established community and would not conflict with any applicable land use plan designed to <br /> mitigate environmental effects. The Three-Terrace Southeast Corner Alternative would have <br /> similar impacts to land use and planning as the Project. <br /> 5.4.1.12 Mineral Resources <br /> The Three-Terrace Southeast Corner Alternative would include solar facilities on the same parcel <br /> as the Project, such that this alternative would also have no impact on mineral resources. <br /> 5.4.1.13 Noise <br /> The Project would include soundwalls to reduce noise impacts at nearby residences, as needed. <br /> With implementation of this mitigation, the Project would comply with applicable regulations. The <br /> Three-Terrace Southeast Corner Alternative would also include soundwalls as a mitigation <br /> measure, as needed; however, this alternative would shift the facility location to the east, away <br /> from noise sensitive receptors. Impacts from noise under this alternative would be reduced <br /> compared to the Project. <br /> 5.4.1.14 Public Services <br /> The Three-Terrace Southeast Corner Alternative would result in similar demand for fire and <br /> emergency services, police, schools, parks, and other public services and would result in no <br /> impacts to public services, the same as the Project. <br /> 5.4.1.15 Transportation <br /> The Three-Terrace Southeast Corner Alternative would require a similar workforce during <br /> construction and the same workforce during operations and would impact the same roads as the <br /> Project. This alternative would have a similar impact on transportation as the Project. <br /> 5.4.1.16 Tribal Cultural Resources <br /> Under the Three-Terrace Southeast Corner Alternative, potential impacts to tribal cultural <br /> resources during construction would be greater than the Project due to the additional earthwork <br /> required. Mitigation Measures CULA and CUL-2 would be required.
