We anticipate <br /> our comments together with any from CAL FIRE will address the issues associated with fire <br /> protection and environmental impacts involved with the still new technologies in the proposed <br /> project. Below are the comments from the District. We do appreciate that the proposed scope of <br /> the Environmental Impact Report includes the impacts to fire services and the important issue of <br /> wildfires, especially critical given the location of the proposed facility. <br /> Proiect Scoping Meeting. As a preliminary matter, two representatives of the District attended <br /> the online public Scoping Meeting on January 19. Both had difficulty accessing the meeting and <br /> only were able to join it some time after the posted meeting starting time. We wanted to let you <br /> know of those occurrences as we are unsure if other members of the public or representatives <br /> from agencies had similar difficulties and thus might have been dissuaded from attending. <br /> Site Approval. The NOP indicates that the project is zoned Agriculture General-160 and will be <br /> permitted through"Site Approval to operate an electricity storage facility." We cannot ascertain <br /> which land use is being utilized from Table 9-605.2 in the County's Development Title to <br /> conclude that the "Site Approval" is appropriate. Please let the District know how the Site <br /> Approval status is being determined. Also, we failed to locate "electricity storage facility" as a <br /> term or defined term in the Development Title and would appreciate you providing that if <br /> available. We would appreciate this information in the near term in case this information leads to <br /> additional comments we would like the County to consider. <br /> Page 11 <br />
