Visual Impact Assessment Griffith Energy Storage Project
significant. After the equipment removal activities, the Project site will be returned to substantially
the same condition as that which existed prior to Project development.
Level of Significance: No significant impact.
6.4 Light and Glare
Would the proposed Project create a new source of substantial light or glare that would
adversely affect day or nighttime views in the area?
The Project is not expected to create a substantial new source of nighttime lighting or daytime glare.
The proposed Project will provide external safety lighting for both normal and emergency conditions
at the primary access points. Lighting will be designed to provide the minimum illumination needed
to achieve safety and security and will be downward facing and shielded to focus illumination in the
immediate area. All lighting associated with the proposed Project will be subject to county approval
and compliance with San Joaquin County requirements. With the application of anti-reflective
coatings, the Project would display overall low reflectivity. Therefore, the Project will have a less than
significant impact associated with lighting and glare.
Level of Significance: No significant impact.
4.1.1 Mitigation Measures
The following mitigation measure is recommended to reduce significant impacts to aesthetics:
AES-1. The following measures will be implemented as feasible to reduce visual impacts for Project
components and activities:
• Use and maintain,as feasible, non-reflective materials,finishes,surface treatments.
• Maintain painted, treated, stained,or coated surfaces properly.
• Direct lights properly to eliminate light spill and trespass.
• Use timers or motion sensors, as feasible, on all project lighting to minimize unnecessary
lighting.
• Minimize lighting usage,as feasible, during construction and operations.
OTETRA TECH 43 August 2023
