Air Quality and Greenhouse Gas Technical Report Griffith Energy Storage Project <br /> • <br /> Griffith Energy Storage, LLC is proposing to construct and operate the 400-megawatt(MW) Griffith <br /> Energy Storage Project (Project)to provide reliable and flexible power to the local electrical system. The <br /> property which the Project would be built on consists of 106 acres (Property)of land in San Joaquin <br /> County. The site is owned by a private landowner in unincorporated San Joaquin County. To avoid <br /> environmental constraints, only an estimated 32 acres of the 106-acre site would be used for the Project. <br /> The southwestern corner of the project site will be used for the battery storage project. The Project would <br /> interconnect at the Tesla Substation immediately adjacent to the site in Alameda County via a 230-kilovolt <br /> interconnection generation tie (gen-tie) line. The energy storage facility is anticipated to house lithium-ion <br /> batteries totaling 400 MW of energy. Project construction would commence as early as 2024 and is <br /> anticipated to come online as early as 2025. <br /> The Property is approximately 0.9 mile southwest of Interstate 580 and approximately 5 miles southwest <br /> of the city of Tracy, adjacent to Pacific Gas and Electric's (PG&E)Tesla Substation, as shown on <br /> Figure 1. The Project site is private land zoned as Agricultural General-160 and designated as General <br /> Agriculture. Division 14, Section 9-115.580 of the San Joaquin County Municipal Ordinance Code allows <br /> any major utilities on Agricultural General zoned land through a Site Approval application (San Joaquin <br /> County 2021). <br /> The air quality analysis presented in this report evaluates the potential air quality impacts associated with <br /> the proposed Project. The proposed schedule for construction begins as early as 2024 for a duration of <br /> 15 months. Because the majority of the Project is located within the jurisdiction of the San Joaquin Valley <br /> Air Pollution Control District (SJVAPCD), the air quality analysis follows SJVAPCD's guidelines. A <br /> segment of the gen-tie line is located in Alameda County. Emissions from this segment of the gen-tie line <br /> will also be compared to the SJVAPCD's significance thresholds as these are more stringent than the Bay <br /> Area Air Quality Management District's (BAAQMD 2017a)significance thresholds, with the exception of <br /> particulate matter less than 2.5 microns (PM2.5). The BAAQMD construction significance threshold of 10 <br /> tons per year(tpy)will be used for PM2.5. This report also provides estimates of greenhouse gas (GHG) <br /> emissions from the combustion of fossil fuels, primarily from construction of the proposed facility. <br /> In summary, the air quality and GHG analysis concludes that emissions during short-term construction <br /> and during long-term operation of the Project will not exceed the California Environmental Quality Act <br /> (CEQA) significant thresholds established by the SJVAPCD and BAAQMD. A health risk assessment <br /> (HRA)was not conducted for this Project due to the low level of emissions and the distances to the <br /> nearest non-participating sensitive receptors of 1,000 feet. Therefore, the Project does not pose <br /> significant adverse impacts on local air quality or global climate change. <br /> OTETRA TECH 1 July 2023 <br />
