3 Alternatives <br /> the Three-Terrace Southeast Corner Alternative is anticipated to have similar impacts to <br /> agriculture due to the cancellation of the property's Williamson Act contract. <br /> The Three-Terrace Southeast Corner Alternative would meet the Project Objectives to provide <br /> 400 MW of energy storage in San Joaquin County in a cost-effective manner (Project Objective <br /> 1). It would be feasible and may reduce impacts to aesthetics and noise; however, it would result <br /> in greater impacts to air quality, cultural resources, hydrology and water quality, and tribal cultural <br /> resources, such that it would not be the most efficient and environmentally beneficial use of the <br /> site's limited agricultural capacity (Project Objective 4). The gen-tie line to the Tesla Substation <br /> would also be approximately 800 feet longer, such that the alternative would not achieve Project <br /> Objective 5 to minimize gen-tie length. Additional analysis of the alternatives is included in <br /> Chapter 5. <br /> 3.4.3 Northern Site Alternative <br /> The Northern Site Alternative would relocate the Project to the parcel north of the Project site and <br /> north of West Patterson Pass Road, which consists of a parcel approximately 142 acres in size, <br /> shown in Figure 3-2. The Northern Site Alternative is mapped as Grazing Land and Farmland of <br /> Local Importance by the California Department of Conservation (DOC; DOC 2023). It is <br /> designated as Agriculture (A/G) in the San Joaquin County General Plan and the parcel is zoned <br /> AG-160. The Northern Site Alternative parcel is an agricultural preserve with a Williamson Act <br /> contract. <br /> The Northeast Site Alternative site size is approximately 36 acres larger than the Project site; <br /> however, it is anticipated that the same amount of acreage would be used for battery storage <br /> facilities as the Project to achieve 400 MW of energy storage. An ephemeral drainage bisects the <br /> site (USGS 2023), on which facilities would not be built to avoid impacts to biological resources. <br /> Compared to the Project, the Northern Site Alternative is anticipated to have similar impacts to <br /> agriculture due to the cancellation of the Williamson Act contract. It would have increased impacts <br /> to aesthetics, biological, cultural, hydrology and water quality, and tribal cultural resources due to <br /> the site's greater distance from the point of change of ownership identified by Pacific Gas and <br /> Electric at the southwest corner of the Tesla Substation and the associated additional ground <br /> disturbance and Project footprint associated with a longer gen-tie line. <br /> The Northern Site Alternative would meet the Project Objectives to provide 400 MW of energy <br /> storage in San Joaquin County in a cost-effective manner (Project Objective 1). It is unknown if <br /> the landowner would be amenable to the Project, such that it may not be commercially financeable <br /> and it would result in greater impacts to aesthetics, biological, cultural, hydrology and water <br /> quality, and tribal cultural resources, such that it would not be the most efficient and <br /> environmentally beneficial use of the site's limited agricultural capacity (Project Objective 4). The <br /> gen-tie line to the Tesla Substation would also be approximately 3,000 feet longer and would <br /> require crossing West Patterson Pass Road, such that the alternative would not achieve Project <br /> Objective 5 to minimize gen-tie line length.
