U. If the applicant elects to record and or develop the subject tract in phases a phasing <br /> plan shall be required. Each phase must be able to stand alone as a separate project and <br /> not be reliant on subsequent phases. A subdivision agreement and appropriate bonding <br /> shall be executed between the MHCSD and the developer for each phase in question <br /> prior to the approval and recordation of the Final Map associated with any given phase. <br /> V. If the land covered by the Tentative Map is to be developed in phases, then the <br /> boundary of each phase shall be determined by the following access requirements: <br /> • Two points of access shall be extended to streets having a classification of <br /> residential collector or higher. Timing: Prior to final map approval. <br /> • If a phase boundary is to parallel the alignment of an in-tract street, then the <br /> boundary shall be along the rear line of the lots facing the street. Boundary lines <br /> along the centerline or edge of a right-of-way line of a street shall not be allowed, <br /> except when specifically approved in writing by the General Manager of the <br /> MHCSD. Timing: Prior to final map approval. <br /> • Prior to the beginning of the final design of the subdivision, the MHCSD General <br /> Manager shall consult with Mountain House Fire regarding emergency access to <br /> the proposed development. Any requirements for emergency access shall be <br /> approved by MHCSD. Timing: Prior to final map approval. <br /> • Masonry walls shall be installed at the property line between residential properties <br /> and all public parcels. <br /> TRAFFIC AND TRANSPORTATION <br /> W. Show all handicap ramps and associated crosswalk and signage in all pertinent plan <br /> sheets prior to plan approval. <br /> X. For vehicular and pedestrian connectivity the existing interim turn around bulb on the <br /> north side of Nasergholi Avenue at the west end of Tract 4098 shall be removed and <br /> replace with a paved street, curb, gutter and sidewalk that is consistent with MCHSD <br /> Standard Specifications and Details. The developer shall obtain permission from the <br /> property owner of the adjacent Tract 4040 (A7) to relocate the interim turn around bulb <br /> onto Tract 4040. The developer shall also obtain a public access easement for the interim <br /> turnaround bulb from the property owner. Timing: Prior to development of lot one <br /> COMMUNITY WALLS <br /> y. There is a grade difference between these lots and Grant Line Village to the north. A <br /> retaining wall shall be installed on the back side of these lots. The retaining wall <br /> plans and calculations shall be submitted and approved with the civil improvement <br /> plans. The retaining wall shall be constructed prior to the first building permit. <br /> UTILITIES <br /> Z. The Developer and its contractors shall comply with Ordinance No. 4162 "Street <br /> Opening and Pavement Restoration Regulations." <br /> Resolution Template 01/2023 <br />
