Transfer/Processing Report
Tracy Material Recovery& Transfer Facility
30703 S. MacArthur Drive, Tracy, California 95377
Site Plan Description
18221.6c) schematic drawing of the building and other structures showing
layout and general dimensions of the operations area, including, but not
limited to, unloading, storage, loading, and parking areas
Current Site Maps
The Site Plans containing the schematic drawings of buildings and other structures
showing the layout and general dimensions of the operations areas, including the
unloading, storage and loading areas are provided in the "Figures" section. The site
features and structures are shown in Figure 1 —Site Plan, a master plan which shows
a location map and future operational and structural elements. Current operational
areas of the site are depicted in Figure 2 which shows unloading, storage, loading and
parking areas of the site. All drawings are scaled according to notations provided on
each.
The majority of activities at the facility take place indoors at the MRF building including
the tipping, processing and transfer of municipal solid waste (MSW) and non-
recyclable residues for landfilling, the tipping, sorting, and processing of recyclables;
vehicle and equipment maintenance takes place in a separate building which also
houses the administrative offices. Outdoor activities include processing and
composting of yard waste and wood waste, sorting of construction and demolition/inert
debris, and processing of white goods for Freon and mercury switch removal.
Driveways, parking and maneuvering areas are surfaced with concrete or asphalt.
Access to the site is via MacArthur Drive to the entrance driveway at the northern end
of the site. Commercial and self-haul vehicles proceed to the gatehouse and are
weighed at the scale, as appropriate, and where loads are screened for hazardous
materials and assessment of tipping fees; the vehicles are then directed to the
appropriate tipping areas. The gatehouse Is located over 800 feet along the access
road from the MacArthur Drive entrance, allowing for substantial queuing of vehicles,
negating the need for any traffic to back up on to MacArthur Drive.
Parking for employees and visitors is located adjacent to the administration and
maintenance building at the southern end of the site. Truck parking is located in the
center of the site adjacent to the MRF building.
Material Recovery Facility and Transfer Station Building:
The 47,200 square foot MRF building has completed an approved expansion of an
additional 10,200 square feet (Phase 1 addition) for covered storage of recyclable
materials on the western side, for a total enclosed space of 57,400 square feet. A
secondary expansion is proposed to add approximately 19,200 square feet (Phase
2 addition) to the northern side of the building, which will add increased area to be
divided between the Material Recovery Facility and Transfer Station operations,
7
