Transfer/Processing Report <br /> Tracy Material Recovery& Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> OPERATIONS PLAN <br /> Site Operations <br /> 18221.6(d) descriptive statement of the manner in which activities are to be <br /> conducted at the facility <br /> Overall Operations Plan <br /> The Tracy MRF accepts nonhazardous solid waste from the City of Tracy and the <br /> southern San Joaquin County area. Recyclable materials are extracted from the waste <br /> stream, and the residual waste is transported to a permitted landfill for disposal, <br /> generally to the Foothill Landfill in the County. <br /> The majority of activities at the facility take place indoors at the MRF building (of <br /> approximately 45,000 square feet), including the tipping, processing and transfer of <br /> municipal solid waste (MSW) and non-recyclable residues for landfilling, the tipping, <br /> sorting, and processing of recyclables; vehicle and equipment maintenance takes <br /> place in a separate building which also houses the administrative offices. Outdoor <br /> activities include processing and composting of yard waste, sorting of construction and <br /> demolition/inert debris, and processing of white goods for Freon and mercury switch <br /> removal. <br /> Driveways, parking and maneuvering areas are surfaced with concrete or asphalt. <br /> Access to the site is via MacArthur Drive to the entrance driveway at the northern end <br /> of the site. Commercial and self-haul vehicles proceed to the gatehouse and are <br /> weighed at the scale, as appropriate, and where loads are screened for hazardous <br /> materials and assessment of tipping fees; the vehicles are then directed to the <br /> appropriate tipping areas. The gatehouse Is located over 800 feet along the access <br /> road from the MacArthur Drive entrance, allowing for substantial queuing of vehicles, <br /> negating the need for any traffic to back up on to MacArthur Drive. <br /> Parking for employees and visitors is located adjacent to the administration and <br /> maintenance building at the southern end of the site. Truck parking is located in the <br /> center of the site adjacent to the MRF building. <br /> Trucks with full loads enter the site from South MacArthur Drive and proceed to the <br /> truck scale(s) alongside the scale house. After being weighed, trucks hauling <br /> commercial and residential recyclables are directed to the Material Recovery Facility <br /> tipping area where a spotter backs them in to dump their materials. Trucks carrying <br /> municipal solid wastes are directed to the Transfer Station tipping area where a <br /> spotter directs them to dump their wastes. Transfer trucks hauling solid waste to be <br /> transferred off-site enter under the loading bays (located at the southeast corner of <br /> the MRF building) via a ramp beginning at the west side of the site and proceeding <br /> along the south side of the building. The trucks then exit from the loading bay via a <br /> 10 <br />
