Odor Impact Minimization Plan —Compost Facility <br /> Tracy Material Recovery& Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> Land Use Entitlements: <br /> The Tracy Material Recovery and Transfer Facility (MRF), operated by the Tracy <br /> Material Recovery & Solid Waste Transfer, Inc., serves the southern San Joaquin <br /> County/Tracy Planning Area. The facility operates under permits and regulations of <br /> the County of San Joaquin, California Department of Resources Recovery and <br /> Recycling (CalRecycle), San Joaquin Valley Unified Air Pollution Control District, <br /> and the Central Valley Regional Water Quality Control Board. <br /> The MRF site comprises a total of approximately 51.7 acres, of which 8.4 acres are <br /> permitted for composting, 15.4 for a transfer station, 15.4 for a material recovery <br /> facility, and 12.5 for land application of tomato waste. The overall MRF facility <br /> accepts an average of 1,000 tons per day (TPD) of primarily residential and yard <br /> waste, light commercial waste, brush, and construction debris. The MRF is being <br /> expanded to 1,800 TPD, with an increase in the volume of food waste accepted <br /> and introduction of covered aerated static pile technology, for which this OIMP is <br /> prepared. The current permitted throughput of 1,038 tons per week of compost <br /> feedstocks is not being increased. <br /> Several entitlements govern the design and operation of the existing MRF <br /> operations. The operator has permits for the facility from the following agencies: <br /> San Joaquin County Environmental Health Department <br /> • Solid Waste Facility Permit <br /> o Originally issued, March 1994 <br /> o Revised February 1997 <br /> o Five year permit review, February 2002 — no changes <br /> o Five year permit review, March 2007 — no changes <br /> • Report of Facility Information — Amendment # 1, allowing the processing <br /> of cannery wastes <br /> • Report of Facility Information — Amendment # 2, allowing the storage of <br /> glass in outdoor bunkers <br /> • Report of Facility Information —Amendment # 3, allowing the following: <br /> ■ Processing and storage of inert materials <br /> ■ Processing of construction and demolition debris <br /> ■ Storage of appliances <br /> ■ Storage of universal wastes <br /> ■ Storage of electronic wastes <br /> ■ Modifications of yard waste composting area <br /> ■ Modifications of wood waste processing area <br /> ■ Building Addition for storage and baling of source-separated <br /> fibers <br /> San Joaquin County Community Development Department <br /> • Conditional Use Permit #UP-93-41 , December 16, 1993 <br /> 2 <br />
