Market Street, Stockton, CA 95205 <br /> Dear Mary Jane and Julian Jr. Sepulveda, <br /> I write on behalf of the San Joaquin Regional Rail Commission ("SJRRC"). <br /> As you know, SJRRC is interested in acquiring your property located at 1024 E. <br /> Market St, Stockton, CA 95205 ("Property") (APN15124002) in connection with the <br /> Stockton Diamond Project. <br /> Before SJRRC can determine whether to make an offer for the Property or <br /> in what amount, SJRRC needs to conduct some limited environmental testing on <br /> the Property. Environmental Site assessment workplan is to drill one (1) soil <br /> boring and collect soil for laboratory analyses. The boring will be drilled to <br /> approximately 11 feet below ground surface to collect soil samples from the 0-1 ft, <br /> 3-4 ft, 5-6 ft, and 10-11 ft intervals. The boring will be plugged with grout according <br /> to county/state guidelines. We anticipate two days onsite: one day to complete <br /> utility locates and one day to perform drilling and sampling. SJRRC is willing to <br /> coordinate the environmental testing with you to minimize any inconvenience <br /> and/or impacts. SJRRC will also repair any damage to the Property caused by its <br /> entry. <br /> I've enclosed a right of entry agreement for your review. I'm hopeful that we <br /> can reach an agreement that will be acceptable to both parties. In the unlikely <br /> event that we cannot, SJRRC reserves its right to seek an order from the San <br /> Joaquin Superior Court authorizing it to enter onto the Property to investigate the <br /> Property's condition.
