Closed Disposal Site Inspection Report (188) <br /> Manteca County Dump (39-CR-0025) <br /> 12/13/2021 <br /> 2. A focused inspection was conducted on 9/21/21 with Robert McClellon (REHS, Program <br /> Coordinator), Sandip Singh (REHS) and Jagroop Singh (property owner), at the site. <br /> Compliance standards were discussed. Mr. Jagroop Singh agreed to complete the following <br /> tasks prior to the next quarterly inspection: <br /> - To secure cargo containers to prevent unauthorized access. <br /> - To fill excavated areas with soil. <br /> - To repair the perimeter fences to prevent unauthorized access. <br /> - To dispose of solid waste and hazardous waste at an authorized location. <br /> - The waste tires will be stacked and covered to prevent mosquito breeding and/or disposed <br /> at an approved location. <br /> 3. No changes were observed from the focused inspection. An Administrative Office Hearing <br /> will be scheduled at a rate of$304. <br /> 4. The hazardous waste has been referred to the EHD — CUPA unit. <br /> 21800 S. Manteca Rd., Manteca CA — Owner Dennis & Helen De Kidos: <br /> 1. The EHD was informed by Timothy Rykens, nephew of the De Kidos, that the former <br /> owners are deceased. Mr. Rykens will manage the property and aide in the clean up process. <br /> He plans to obtain ownership in the future. The legal ownership of the property of date is <br /> Helen De Kidos <br /> 2. There has been some progress at the site since the last inspection. <br /> 3. Mr. Rykens has agreed to submit a plan to the EHD. The plan will consist of an outline of <br /> clean-up activities with time frames to accomplish each activity. <br /> 4.
