OBSERVATION: The facility is not in compliance with the written conditions of the operating permit. For failure <br /> to notify EHD on the replacement of dispenser# 1/2 stated on plan check service request #SR0085841. <br /> REGULATION GUIDANCE: The owner and operator of underground storage tank(UST)systems shall comply with <br /> all requirements of the permit issued for the operation of the UST system. <br /> CORRECTIVE ACTION: Make sure notifications are sent to EHD prior to any repairs. <br /> 2). OBSERVATION:The float and chains at UDC 1/2 were repaired on March 2023 and a permit was not obtained <br /> from the EHD. <br /> REGULATION GUIDANCE: Emergency repairs relating to UST system monitoring and release detection may be <br /> performed by a properly licensed,trained, and certified contractor pursuant to the EHD's policy and a permit <br /> obtained within one business day from the EHD. All other repairs must have a permit submitted to and approved by <br /> the EHD prior to beginning work. <br /> CORRECTIVE ACTION: Immediately obtain a permit from the EHD for the float and chains repairs . A"Failure to <br /> Obtain a Permit" penalty applies. <br /> This is a minor violation. <br /> 306 HSC 25291(e)Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the 87, 91, and diesel STP sumps. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed approximately 2 gallons of liquid from the 87, 91, and <br /> diesel STP sumps.
