Disposal Facility (Site) Inspection Report (52) <br /> North County Landfill & Recycling Center (39-AA-0022) <br /> 7/21/2023 <br /> waste is ground on-site, mixed with additives or supplements, and shipped off- <br /> site. The product shipped off-site is applied to land. <br /> Title 14 California Code of Regulations, Division 7, Chapter 3.1 Compostable Materials <br /> Handling Operations, requires that testing be done on compostable material that is <br /> being land applied. The testing consists of physical contamination limits, maximum <br /> metal concentrations and pathogen density limits. Sampling for this testing is required <br /> every 5,000 cubic yards of product and a minimum of once every 12 months. <br /> Sampling was due by May 20, 2023. Samples were received by the testing lab on July <br /> 14, 2023, more than a month late. The results demonstrate that the physical <br /> contamination limits and the maximum metal concentrations satisfy the regulatory <br /> requirements. <br /> No results have been received for the pathogen density limits testing. This testing <br /> measures fecal coliform and Salmonella sp. levels. Immediately collect samples as <br /> specified in Title 14 and have a qualified lab complete this testing. <br /> Inspection Report Comments <br /> 1. Alternative daily cover tarps were in good condition and covered the active face. Tarp <br /> removal started at 6:35 am. <br /> 2. Water truck was operating for dust control. <br /> 3. First truck dumped waste at active face at 7:23 am. <br /> 4. Green waste records indicated that 1439 cubic yards were shipped off site for retail sale in <br /> June. <br /> 5. Soil gas monitoring well #18 was measured. Deep probe: 0.0% methane, 0.0% carbon <br /> dioxide, 19.9% oxygen; intermediate probe: 0.0% methane, 0.5% carbon dioxide, 17.5% <br /> oxygen; shallow probe: 0.0% methane, 0.0% carbon dioxide, 19.9% oxygen. <br /> 6. Soil gas monitoring well #19 was measured. Deep probe: 0.0% methane, 0.0% carbon <br /> dioxide, 20.5% oxygen; intermediate probe: 0.0% methane, 1.5% carbon dioxide, 19.1% <br /> oxygen; shallow probe: 0.0% methane, 0.2% carbon dioxide, 18.9% oxygen. <br /> 7.
