Areas of concerns from the 3-29-23 for Litter Control and Ponding of Water were addressed <br /> by the operator and are cleared. <br /> 3. No prohibited waste observed at the active face. <br /> 4. Observed traffic control and load check employees at the active face. <br /> 5. Pathogen Reduction / Maximum Metals Concentrations / Physical Contamination Limits <br /> testing was last done May 20, 2022 on the chipped and ground wood waste that will be land <br /> applied. Testing is required every 5,000 cubic yards and once a year. Sampling for testing is <br /> due by May 20, 2023. Title 14 CCR sections 17868.1 to 17868.5. <br /> 6. The operators mentioned that a landfill gas (LFG) collection system and replacement LFG <br /> flare are being installed soon. Placing this equipment into operation will constitute a <br /> significant change to the design and operation of the facility which requires a RFI <br /> amendment. Submit an RFI amendment application package to the San Joaquin County <br /> Environmental Health Department (SJCEHD) at least 180 days prior to planning to putting the <br /> LFG collection system into operation. Do not place the unit into operation until the RFI <br /> amendment package is approved by the SJCEHD. <br /> 7. The facility receives green material and stores it east of the landfill area. A private <br /> contractor processes and manages the green material. Title 14 California Code of <br /> Regulations section 17852(10)(A)(2) requires that each load of green material is removed <br /> from the site within 48 hours of receipt. The LEA (SJC EHD) allows a storage time of 72 <br /> hours, as is allowed by regulation. Be sure to remove the green material from the site within <br /> 72 hours of receipt. If this turnover frequency cannot be met then apply for a composting <br /> permit with the LEA. <br /> 8.
