OBSERVATION: At the time of inspection,it could not be demonstrated that employees who handle hazardous waste were properly trained.The Office Manager,Angelica Cintora,stated that there is no hazardous waste handling training given to employees. REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper waste handling and emergency procedures,relevant to their responsibilities during normal facility operations and emergencies. CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous waste. This is a Class II violation. 117 HSC 25185(c)(3)Failed to submit a written response within 30 days of receiving an Inspection report. OBSERVATION:This business did not provide a written response to the inspection report dated 02/09/2021 within 30 days. The report was delivered to the business on 02/09/2021.The Return to Compliance document(RTC)was not received by Environmental Health until 03/11/2021 but lacked the required supporting documents. REGULATION GUIDANCE: The operator of the site or facility which receives an inspection report shall submit a written response to the department or the local officer or agency authorized to enforce this chapter pursuant to subdivision(a)of Section 25180 within 60 days of receipt of the inspection report,or within a shorter time as the department or the local officer or agency may reasonably require,which shall include a statement documenting corrective actions taken by the operator or proposing corrective actions which will be taken by the operator,for purposes of compliance with this chapter,or disputing the existence of the violation. The local agency,the San Joaquin County Environmental Health Department, requires response within 30 days. CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department.With supporting documents for both the 02/09/2021 and the 09/27/2023 inspections.
