Box 4025, Sacramento, CA 95812 <br />www.CalRecycle.ca.gov (916) 322-4027 <br />California Environmental Protection Agency <br /> Department of <br />Resources Recycling and Recovery <br />Gavin Newsom <br />California Governor <br />Yana Garcia <br />Secretary for Environmental Protection <br />Zoe Heller <br />CalRecycle Director <br /> <br />August 8, 2025 Via Email: mhoughton@sjgov.org <br /> <br /> <br /> <br />Mark Houghton <br />Senior Engineer <br />County of San Joaquin <br />Public Works Department – Solid Waste Division <br />1810 East Hazelton Avenue <br />Stockton, California 95205 <br /> <br />NORTH COUNTY LANDFILL, SAN JOAQUIN COUNTY (39-AA-0022) <br />NON-WATER RELEASE CORRECTIVE ACTION PLAN <br />TECHNICAL ADEQUACY <br />Dear Mr. Houghton: <br />The California Department of Resources Recycling and Recovery (CalRecycle) Closure <br />and Technical Support Section staff reviewed the following updated document: <br />Non-Water Release Corrective Action Plan; dated October 2024; prepared <br />by Geo-Logic Associates. <br />Closure staff find that the above referenced plan with cost estimate [$166,555 (2024 <br />Dollars) for non-water release corrective action], is technically adequate in meeting the <br />requirements of Title 27 of the California Code of Regulations. <br /> <br />The County of San Joaquin Environmental Health Department, acting as the Solid <br />Waste Local Enforcement Agency (LEA), approved the plan in a letter dated <br />November 13, 2024. The Central Valley Regional Water Quality Control Board <br />(RWQCB) has yet to approve the plan and cost estimate. The plan and cost estimate <br />will be considered formally approved when the RWQCB approves them and the <br />financial assurance mechanisms are in compliance with the requirements. <br /> <br />Please note that it is the operator’s obligation to submit documents that are in <br />compliance with the aforementioned requirements. CalRecycle staff’s determination <br />that the documents meet these requirements is not intended nor should be construed to <br />preclude CalRecycle from seeking revisions to the documents to the extent it is <br />subsequently determined that any part thereof is not in compliance. <br /> <br />
