On October 3, 2023, due to an electronic control failure at <br /> Module 4 Sump Panel, approximately 100 gallons of leachate spilled into the drainage ditch west of <br /> the sump from Module 4's tank overnight (Figure1). The spill was contained inside the drainage <br /> ditch and seeped into the soil (Photo 1). No waters of the US were impacted. <br /> Spill notification was emailed to Water Board and to the San Joaquin County Environmental Health <br /> Department (LEA) on October 3, 2023. The LEA provided the state OES's spill hotline contact <br /> information and a spill incident report was made. An electrician diagnosed the electrical failure and <br /> made repairs on October 4th. <br /> County staff delineated the spill extent in the drainage ditch on October 4th and discovered the spill <br /> had extended further north in the drainage ditch. The delineated spill area measurements were <br /> approximately 270 feet long by 6 feet wide. The contaminated soil was excavated and stockpiled on <br /> a tarp at the top of Module 5. Excavation stopped when all visible contaminated soil was removed, <br /> and clean dry soil was visible (Photo 2). Approximately 4,200 cubic feet of contaminated soil were <br /> excavated from the drainage ditch. <br /> On October 10th, one soil sample was collected from the soil stockpile for leachate parameters and <br /> five soil samples were collected from the clean excavated area for VOCs. The samples were <br /> submitted to the lab for analysis and results will be included in the follow-up report.
