Backus, Garrett [EHD]
From: Backus, Garrett [EHD]
Sent: Wednesday, April 10, 2024 9:52 AM
To: Brian Oliveira
Cc: Michelle Oliveira; Subbotnikova, Natalia [EHD]; Duenas, Robert [PW]
Subject: RE: North County inspection
Attachments: Land application and Training regulations.docx
Hi Brian,
Thank you for explaining the process. My understanding is the green waste and white wood are kept separate which is
what I've observed on site. The green waste goes to a composting operation and overs go to the cogen plant. The
white wood may be land applied so it's tested every 5000 cubic yards of retail sale material_
The white wood was tested in January 2024 and failed the arsenic limit and the fecal coliform limit. The white wood
cannot be used for retail sale material until you've demonstrated that it passes all testing. According to your records,
421 cubic yards was used for retail sale in February,AFTER the test results in January with failures. Retest the white
wood as soon as possible if you plan to keep using it for retail sale.
The training regulation requires training in subjects pertinent to the site operation and maintenance, hazardous
materials recognition and screening, and heavy equipment operations, with emphasis on safety, health, environmental
controls and emergency procedures. A record of training is required. Provide a record of training that includes what
the employees are trained on,date of training and employee names.
1 observed pressure treated wood in the white wood pile on 3-29-24. This material is prohi3ited from processing as
white wood in the North County Landfill operating documents and must be picked out and sent to the landfill, as you do
for other incompatible wastes.
I've attached the training and land application regulations, for your reference.
To resolve the violations on the last inspection report, please respond to the concerns listed above. I am available by
phone or we can set up a meeting, as necessary.
Thank you,
Garrett Backus, Lead Senior REHS
San Joaquin County Environmental Health Department
1868 E Hazelton Ave, Stockton, CA 95205
Desk: (209)468-2986
Cell: (209)616-3030
Email:gbackusCa sigov.org
Department: httos://www.sigov.org/der)artment/envhealth
From: Brian Oliveira<boliveira@oIiveiraenterprises.com>
Sent:Tuesday,April 9, 2024 4:42 PM
To: Backus, Garrett [EHD] <gbackus@sjgov.org>; Duenas, Robert [PW] <rduenas@sjgov.org>;Subbotnikova, Natalia
[EHD] <nsubbotnikova@sjgov.org>
1
