(39 -CR -0022) <br />8/21/2023 <br />3. 17100 Murphy Parkway, west edge of property: Observed particles of glass waste along the <br />property border with 17200 Murphy Parkway. <br />4. 17200 Murphy Parkway, entire property: Extensive glass waste mixed with soil observed <br />throughout the entire property except on the concrete / asphalt pad area on the north part of <br />the property. <br />5. If the property owners or potential buyers are planning any Post Closure Land Uses <br />(PCLUs) for the site, see Title 27 California Code of Regulations section 21190 for PCLU <br />requirements including the PCLU Plan. The Plan shall be submitted to the Local Enforcement <br />Agency (San Joaquin County Environmental Health Department), the Central Valley Regional <br />Water Quality Control Board (CVRWQCB), local air district and local land use agency for <br />review and approval prior to commencing any construction or pre -construction activities. <br />6. An owner or operator of a disposal site who plans to sell, transfer or convey the ownership <br />or operation of the disposal site to a new owner or operator shall notify the Local Enforcement <br />Agency (San Joaquin County Environmental Health Department) and CalRecycle 45 days <br />prior to the anticipated transfer of title. This notification shall include the name(s), address(es) <br />and phone number(s) of the new owner or operator. Title 27 California Code of Regulations <br />(CCR) section 21200. <br />7. The Environmental Health Department (EHD) has received a draft Site Investigation Report <br />(SIR) for 17200 Murphy Parkway, dated January 9, 2023, and prepared by AdvancedGeo, Inc. <br />(AGI). Upon review of the draft SIR, the EHD has made the comment listed below: <br />To fully characterize the site the EHD will require a perimeter monitoring system to be installed <br />as described in T27 CCR section 20925. To obtain a well permit from the EHD the property <br />owner/operator should submit a work plan and health and safety plan to the EHD for review <br />and approval. All site activities shall be in the presence of the EHD staff. Soil gas monitoring <br />should be conducted monthly for at least one year. The need for continued monitoring will be <br />evaluated after the completion of this monitoring schedule. <br />8.
