• California Integrated Waste Management Board <br /> Permit Decision No. 93-100 <br /> August 25-26, 1993 <br /> WHEREAS, San Joaquin County owns and operates the Corral <br /> Hollow Landfill formally operated by the City of Tracy until <br /> July 1, 1990; and <br /> WHEREAS, the San Joaquin County Public Health Services, <br /> Environmental Health Division, acting as the Local Enforcement <br /> Agency, after conducting a permit review, determined on October <br /> 24, 1990, that the facility consistently exceeded its permitted <br /> daily volume of 850 yard as conditioned by the March 16, 1983, <br /> Solid Waste Facility Permit; and <br /> WHEREAS, the San Joaquin County Public Health Services, <br /> Environmental Health Division, acting as the Local Enforcement <br /> Agency, issued a Notice and Order on May 28, 1991, to the San <br /> Joaquin County Public Works Department which required an <br /> environmental review and permit revision and restricts the daily <br /> volume to 1800 yard 3; and <br /> WHEREAS, the Central Valley Regional Water Quality Control <br /> Board determined on November 2, 1992, that a release of volatile <br /> organic compounds has occurred at the Coral Hollow Landfill and <br /> required the operator to submit a report describing measures that <br /> will be taken to assess the nature and extent of the release from <br /> the landfill; and <br /> WHEREAS, the San Joaquin County Public Works Department has <br /> submitted a report to the Central Valley Regional Water Quality <br /> Control Board on January 29, 1993, describing measures that will <br /> be taken to assess the nature and extent of the release from the <br /> landfill;, and <br /> WHEREAS, the Central Valley Regional Water Quality Control <br /> Board is currently reviewing the operator' s groundwater <br /> assessment proposal and has determined that the operator is <br /> currently in conformance with Waste Discharge Requirements Order <br /> No. 89-046 which requires the operator to monitor and evaluate <br /> groundwater contamination; and <br /> WHEREAS, the County of San Joaquin prepared a Negative <br /> Declaration in compliance with California Environmental Quality <br /> Act (CEQA) and approved the final environmental document <br /> (SCH# 92032019) on July 7, 1992; and <br /> WHEREAS, San Joaquin County Public Health Services, <br /> Environmental Health Division, acting as the Local Enforcement <br /> Agency, has submitted to the Board for its review and concurrence <br /> in, or objection to a revised Solid Waste Facilities Permit for <br /> Corral Hollow Landfill; and. <br />
