Inspection Report Comments: <br />Conducted a quarterly inspection on this date and noted the following: <br />1. In an attempt to comply with 14 CCR § 18083(b) that states “the LEA/EA shall conduct any of the above inspections, <br />whenever possible, without prior notice to the owner or operator, on randomly selected days, during normal business <br />hours or the site's operating hours,” this inspection was conducted without prior notice. <br />2. All observations were made from public areas of 17100 Murphy Parkway or 17200 Murphy Parkway. Permission to <br />enter 17100 Murphy Parkway was requested and denied at the guard gate. <br />Notes: <br />17100 Murphy Parkway, Lathrop, CA. Owner - PW Fund B Development, LLC: <br />1. The LEA was denied access to conduct an inspection at the guard gate. This investigation is authorized by PRC § <br />44100, PRC § 45013, and 14 CCR § 18083-18084, which requires local enforcement agencies to investigate, inspect <br />and enforce state minimum standards at closed, illegal and abandoned disposal sites. <br />17200 Murphy Parkway, Lathrop, CA. Owner - San Joaquin Cogen, LLC et al.: <br />1. The 27 CCR § 20750 Area of Concern cited for illegal dumping is cleared. The operator has cleaned the area, and <br />prohibited vehicle traffic to the area. <br />2. A fire occurred near the end of Murphy Parkway that spread to the grassy area where tires were previously stored <br />against the perimeter fencing for the former facility. <br />3. Cut vegetation, gravel, asphalt, and soil were dumped on the front of the property. It is not clear whether this occurred <br />before vehicle traffic was restricted to Murphy Parkway on the property. <br />500 East Louise Avenue, Lathrop, CA. Owner - ASP/RWM Properties, LLC, R & B Louise, LLC and R & B Delta, LLC: <br />1.
