<br />Comments: 17200 Murphy Parkway, Lathrop, CA. Owner - San Joaquin Cogen, LLC et al.:
<br />Illegal dumping has occurred at the end of the extension of Murphy Parkway on the property. Observed an
<br />F-150 truck, five semi -trailers in various stages of disrepair, pallets, 86 tires, three 55 -gallon drums, chopped
<br />vehicles, and vehicle parts. Pizza, other food, and beverage containers observed in the area.
<br />a. The operator shall implement a preventative maintenance program to monitor and promptly repair or correct
<br />deteriorated or defective conditions with respect to requirements of the CIWMB standards, and conditions
<br />established by the EA. All other aspects of the disposal site shall be kept in a state of reasonable repair. 27 CCR
<br />§ 20750
<br />Inspection Report Comments:
<br />1. In an attempt to comply with 14 CCR § 18083(b) that states "the LEA/EA shall conduct any of the above inspections,
<br />whenever possible, without prior notice to the owner or operator, on randomly selected days, during normal business
<br />hours or the site's operating hours," this inspection was conducted without prior notice.
<br />2. All observations were made from 17100 Murphy Parkway or 17200 Murphy Parkway. Permission to enter 17100
<br />Murphy Parkway was requested and granted at the guard gate.

<br />clothing and other items near the vault have been removed.
<br />d. Dumped rocks remain in a pile on the southwest portion of the lot.

<br />b. Stockpiles from Waste Unit 1 clean-up activity last year remain partially uncovered. Recover the stockpiles to prevent
<br />human and animal contact with waste.
<br />c. The soil impounds near Waste Unit 1 stockpiles noted in the previous Inspection report have been removed.
