The NFIP allows residents to purchase flood
insurance , which would otherwise be unavailable or extremely expensive . As a
condition of participation , the County has adopted the building requirements in
Development Title Chapter 9 - 1605 to reduce future flood losses . These requirements
include measures such as elevating the lowest floor one foot above the expected flood
level , using flood resistant materials , and protecting building utilities from flood damage .
The Federal Emergency Management Agency ( FEMA ) is charged with administering
the NFIP , and periodically conducts Community Assistance Visits ( CAVs ) . As part of
the CAV , FEMA reviews building permit records and elevation certificates , and conducts
field inspections in order to assess the County ' s enforcement of the local ordinance that
was adopted to meet the requirements of the NFIP . FEMA conducted a CAV for the
County on July 29 , 2009 , and sent a Community Assistance Report on August 24 , 2009
(Attachment 1 ) .
The report identifies a boat storage facility located at 3401 South Whiskey Slough Road ,
APN 131 - 080 - 13 , as a potential violation of NFIP requirements . The structure is a
72 , 000 square foot steel building , built with the lowest floor at grade , 5 . 17 feet below the
base ( 100 - year) flood elevation . Wet-floodproofing measures have been incorporated
into the building design to minimize potential flood damage ; all materials below the base
flood elevation are resistant to flood damage , the exterior walls are vented to relieve
hydrostatic pressure in accordance with Development Title section 9 - 1605 . 12 ( d ) , and all
utilities have been elevated a minimum of one foot above the base flood elevation .
1810 East Hazelton Avenue I Stockton , California 95205 1 T 209 468 3000 1 F 209 468 2999
gj Follow us on Facebook @ PublicWorksSJC Visit our website : www . sjgov . org / pubworks
