The NFIP allows residents to purchase flood <br /> insurance , which would otherwise be unavailable or extremely expensive . As a <br /> condition of participation , the County has adopted the building requirements in <br /> Development Title Chapter 9 - 1605 to reduce future flood losses . These requirements <br /> include measures such as elevating the lowest floor one foot above the expected flood <br /> level , using flood resistant materials , and protecting building utilities from flood damage . <br /> The Federal Emergency Management Agency ( FEMA ) is charged with administering <br /> the NFIP , and periodically conducts Community Assistance Visits ( CAVs ) . As part of <br /> the CAV , FEMA reviews building permit records and elevation certificates , and conducts <br /> field inspections in order to assess the County ' s enforcement of the local ordinance that <br /> was adopted to meet the requirements of the NFIP . FEMA conducted a CAV for the <br /> County on July 29 , 2009 , and sent a Community Assistance Report on August 24 , 2009 <br /> (Attachment 1 ) . <br /> The report identifies a boat storage facility located at 3401 South Whiskey Slough Road , <br /> APN 131 - 080 - 13 , as a potential violation of NFIP requirements . The structure is a <br /> 72 , 000 square foot steel building , built with the lowest floor at grade , 5 . 17 feet below the <br /> base ( 100 - year) flood elevation .
