Work Plan – Mitigation of Trash and Debris from Private Property Site <br />Private Property – 19133 East Liberty Road, Clements, California August 31, 2022 <br />Project No. 21-899 <br /> <br />4 <br /> <br />3.0 EARTHWORK ACTIVITIES <br /> <br />This section provides detailed descriptions of the actions necessary for the removal of <br />trash and debris from the Site. Each task for this project is discussed, including the <br />nature of the work to be performed, and a general discussion of how the work will be <br />implemented. <br /> <br /> <br />3.1 SUBMITTALS <br /> <br />Based on information provided by the EHD, including the county draft inspection reports, <br />trash and debris on-site requires mitigation or the site is required to be operated under the <br />Public Resources Code (PRC) and Title 14 and 27, CCR as an unpermitted solid waste <br />disposal site. All contractors and other parties entering the Site will need to obtain access <br />to the Site through approval of the property owner to perform site work. A grading <br />permit will not be required for the proposed mitigation activities at this Site. Records of <br />soil analytical results for soil stockpile characterization will be compiled for presentation <br />in the final Clean Closure report along with any bills of lading, receipts and waste <br />manifests to document the fate of the waste disposal. <br /> <br /> <br />3.2 EXCAVATION, SCREENING, STOCKPILING, TRANSPORTATION <br />AND DISPOSAL <br /> <br />A medium sized excavator such as a caterpillar 330 or equivalent is proposed to excavate <br />and screen the stockpiled materials currently containing a combination of trash, debris <br />and soil. The trash and debris will be placed in a separate stockpile for off-site disposal <br />and the remaining soil will be placed in a separate soil stockpile. The trash and debris <br />stockpiled material will be directly loaded into dump trucks or stockpiled on-site. The <br />trash and debris will be disposed at an approved EHD disposal facility. Verification soil <br />sampling will be performed following removal of trash and debris to establish that no <br />remaining site soil is impacted with heavy metals, PCBs, SVOCs, asbestos or TPH <br />exceeding residential and unrestricted land use screening criteria. <br /> <br />At all times, excavation will comply with the HASP (Appendix B), including general <br />safety orders and requirements for excavating and trenching safety. <br /> <br />Soil will be loaded or stockpiled, profiled as needed, transported for off-site use or on-site <br />as fill material. <br />
