S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C u N T AMENDED <br /> 12/22/2023 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAN JOAQUIN DELTA COLLEGE DIST 5151 PACIFIC AVE, STOCKTON November 27, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 712 HSC 25201.16(h)(4)No written operating procedure for hazardous waste aerosol can processing. <br /> OBSERVATION: The facility is processing universal waste aerosol cans without developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. The facility is processing <br /> universal waste aerosol cans by using a crusher in the autobody shop. Any waste generated is placed into a 55 <br /> gallon drum to be disposed of by hazardous waste. <br /> REGULATION GUIDANCE: <br /> California Health and Safety Code 25201.16(h)(4) <br /> (4) The handler ensures that the processing operations are performed safely by developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. This written procedure <br /> shall be maintained onsite at all times and the handler shall maintain a copy of the manufacturer's specifications and <br /> instructions for the device used to puncture and drain the aerosol cans. This procedure shall, at a minimum, include <br /> all of the following: <br /> (A) The type of equipment to be used to process the universal waste aerosol cans safely. <br /> (B) Operation and maintenance of the unit. <br /> (C) Segregation of incompatible wastes. <br /> (D) Proper waste management practices, including ensuring that flammable wastes are stored away from heat and <br /> open flames. <br /> (E) Waste characterization. <br /> (F)Protocols to minimize, mitigate, prevent, control, and clean up any unauthorized release, including any spill or <br /> leak. <br /> CORRECTIVE ACTION: Develop and implement a written operating procedure describing the safe processing of <br /> universal waste aerosol cans including all details listed in the REGULATION GUIDANCE above. Provide a copy of <br /> the procedure to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> The inspection was started by inspector Michael Suszycki on 11/27/2023 and was completed by inspector John <br /> Alaniz on 12/5/2023. The report was completed by John Alaniz. An inspection checklist was provided to the <br /> facility operator at the time of inspection visits. The checklist was amended and the following violations were <br /> removed from the checklist: 103, 301, 601, and 605. The following violations were added: 117, 202, 602, 603 <br /> and 712 <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 21, 2024. <br /> Wastes generated by this facility: used oil, sanding waste, oily absorbent, laboratory waste <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
