One of the cars observed was parked over a storm drain <br /> and waste was observed entering the storm drain. Per Director of Facilities Planning and Management Stacy <br /> Pinola, the drain has a filter to catch the waste that enters the storm drain. The filter is disposed of as hazardous <br /> waste. <br /> -White powder was observed outside the classroom area on the pavement. <br /> -Per Professor Lorenzo Mariani, mop water containing metal dust and sanding waste is dumped down the storm <br /> drain. <br /> -Per Professor Mariani, metal grinds and sanding waste are swept up and put into the trash for disposal as <br /> non-hazardous waste. <br /> -Per Professor Mariani, paint waste/debris is thrown away into the trash. During the inspection, similar paint waste <br /> was being handled as hazardous waste. No explanation on the differentiation <br /> between the wastes was given during the inspection. <br /> -Per Professor Lorenzo Mariani, paint cans and other material are crushed and disposed of as hazardous waste. <br /> No full determination was made on the paint containers in regards to treatment of reduction of volume. <br /> -Towards the parts storage area, one red 5 gallon bucket contained a metal dust. <br /> -Two 5 gallon buckets contained paint waste. <br /> Near the mechanic shops: <br /> -One trash can contained a used fuel pump component. <br /> -In the sheet metal yard, one broken 5 gallon bucket contained an unknown black powder. The black powder had <br /> spilled out of the broken bucket and onto the ground. <br /> -In the CMAS lab, one 200 mL container labeled"used stain"held 50 mL of a purple substance. <br /> -Metal fines in the scene shop are swept up and thrown away into the trash. <br /> -Metal fines were observed in the metal recycling container in one of the mechanic shops. <br /> -Outside the auto mechanic shop, oily absorbent pads were observed in the trash can. <br /> -Two white and one yellow 5 gallon plastic buckets contained dark automotive transmission fluids. <br /> -Automotive fluid was observed spilled on the ground with saturated absorbent pads. In the center of the spill was a <br /> drain pan containing more automotive fluid. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive <br /> or ignitable. <br /> Title 22 CCR section 66261.2—Definition of Waste <br /> Title 22 CCR section 66261.3—Definition of Hazardous Waste <br /> A business operator shall keep records of any hazardous waste determinations made in accordance with Title 22 <br /> California Code of Regulations(CCR)section 66262.11 for at least three years from the date that the waste was last <br /> sent to an on-site or off-site treatment, storage,or disposal facility. The records may include Safety Data Sheets <br /> (SDS), waste test results or other hazardous waste determination documentation. <br /> CORRECTIVE ACTION: Immediately cease disposal of the above wastes, make a hazardous waste determination <br /> for each waste , and manage it according to Title 22 CCR.
