Disposal Facility (Site) Inspection Report (52) Forward Landfill, Inc. (39 -AA -0015) 2/21/2025 B.) Repair erosion channels by the next monthly inspection. 27 CCR 20680 - Daily Cover The primary winter pad was being used as the working face, during this inspection. The area around the tipper was not covered with soil or ADC. Continuation of violation. Further enforcement may occur if violation is not corrected by the next inspection. A.) The owners or operators of all municipal solid waste landfill units shall cover disposed solid waste with a minimum of six inches of compacted earthen material at the end of each operating day, or at more frequent intervals if necessary, to control vectors, fires, odors, blowing litter, and scavenging. B.) Operator shall cover all exposed waste with six inches of clean soil or ADC, at the end of each day. Areas of Concern 27 CCR 20830 - Litter Control Litter observed on neighboring properties. Staff observed picking up litter. Operator is in the process of implementing controls for litter control. A.) Litter shall be controlled, routinely collected and disposed of properly. B.) Pick-up litter from neighboring properties and dispose of appropriately. 27 CCR 20700 - Intermediate Cover Daylighting observed on the southern portion of WMU FU -19. There has been a major improvement with the cover since the last inspection. Operator is working on covering the remainder of the waste management unit. A.) Compacted earthen material at least twelve (12) inches shall be placed on all surfaces of the fill where no additional solid waste will be deposited within 180 days to control vectors, fires, odors, blowing litter, and scavenging.
