Disposal Facility (Site) Inspection Report (52) <br />Forward Landfill, Inc. (39 -AA -0015) <br />3/20/2025 <br />Notes: <br />1. The violation for daily cover has been corrected. The primary pad was covered with soil. <br />Soil, overs and tarps were observed by the secondary pad for the daily cover. <br />2. The violation for drainage and erosion control has been corrected. Erosion channels were <br />repaired on the slopes. <br />3. The area of concern for litter control has been corrected. Litter was not observed on <br />neighboring properties. <br />4. The area of concern for the intermediate cover has been corrected. WMU FU -19 has been <br />covered and daylighting was not observed. <br />5. The weather during the inspection was 60°F with an eastern wind of 12 mph. <br />6. Sheep used for vegetation control and falcon used for bird control. <br />7. Records were reviewed. <br />B. Track out and odors were light. <br />9. Gas wells GP- 16 and GP- 27 were measured for methane. Methane was not detected at <br />either of the gas wells. The control valves for the shallow probes on both gas wells were <br />inaccessible. Operator must ensure the valves are accessible for gas monitoring. <br />10. Per operator, new tarps were purchased to replace the damaged tarps. <br />11. Ponding observed on different locations at the site from recent rain events. <br />12. The secondary winter pad was being utilized. <br />13. A large amount of litter observed on site. Five staff members were observed picking up <br />litter.
