(39 -AA -0015) <br />7/26/2024 <br />twelve (12) inches shall be placed on all surfaces of the fill where no additional solid <br />waste will be deposited within 180 days to control vectors, fires, odors, blowing litter, <br />and scavenging. <br />B.) Operator shall cover the exposed medical waste and glass with twelve inches of <br />clean soil. <br />Inspection Report Comments <br />Notes: <br />1. The violation for Drainage and Erosion Control has been corrected. The erosion channel <br />with exposed waste previously observed on the slope southeast of the active face was not <br />observed during this inspection. <br />2. FU -19 is being used for disposal. Per operator, FU -23 will be utilized for the winter months. <br />Discussed intermediate cover requirements with the operator. <br />3. Bags of garbage observed on Austin Rd, north of the landfill. Operator is to ensure all <br />trucks entering the facility is tarped or waste is in an enclosed container. <br />4. Track out to Austin Rd. was moderate. <br />5. Litter was not observed on neighboring properties. Staff observed picking up litter on Austin <br />Rd. <br />6. Odor was light. <br />7. EHD was notified on July 19, 2024 of a fire that occurred at the working face of FU -19 <br />(incident date given to LEA was the night of July 16, 2024 to the early morning of July 17, <br />2024). LEA was not notified within 24 hours of the incident. Per T14 section 17414(d), <br />operator shall notify the EA by telephone within 24 hours of all incidents requiring the <br />implementation of emergency procedures. The incident was documented in the Special <br />Occurrence Log; the date and time mentioned in the log was July 17, 2024 at 8:50 pm. <br />8. On July 19, 2024 and July 24, 2024, EHD was notified of radiation detection from two loads <br />received by Forward. Per operator, the loads were transported from a Sacramento transfer <br />station. Both loads were isolated in containers and kept near the scale house. The incidents <br />were documented in the Special Occurrence Log. <br />9. Gas well GP -25 was measured for methane.
