OBSERVATION:An accurate UST Monitoring Site Plan was not submitted. -Observed 208 sensors on site that were indicated as 323 sensors on UST Monitoring Site Plan. REGULATION GUIDANCE:A site plan must be submitted identifying the locations where monitoring will be performed. The site plan must show the general layout of tanks and clearly identify locations of the following equipment, if installed: 1)monitoring panels; 2)in-tank liquid level probes(if used for leak detection); 3)devices monitoring tank annular spaces or vault; 4)devices monitoring product piping; 5)devices monitoring fill piping; 6) devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and 11)devices monitoring any other secondary containment areas. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/and upload an accurate copy of the UST Monitoring Site Plan. This is a repeat violation, Class II. 107 HSC 25292.2; CCR 2711(a)(11)Failure to submit and maintain complete and current financial responsibility documents. OBSERVATION: Complete financial responsibility documents have not been submitted to the EHD. -Certification of Financial Responsibility Section B. is not complete. REGULATION GUIDANCE: Current financial responsibility documents are required to be submitted annually. CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, and upload the required documents. This is a repeat violation, Class II. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 4/24/2024. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
