Self Monitoring: <br /> The owner/operator shall submit the results of all self monitoring programs to the Enforcement Agency within 30 days of the end <br /> of the reporting period(/or example, 1st quarter=January—March, the report is due by April 30, etc. Information required on <br /> an annual basis shall be submitted with the 41h quarter monitoring report, unless otherwise stated.) <br /> Program Reporting Frequency <br /> a. The types and quantities of waste(in tons),including separated or comingled recyclables, Quarterly <br /> entering the facility per day. <br /> b. The number and types of vehicles using the facility per day. Quarterly <br /> c. Results of the hazardous waste load checking program,including the quantities and types of <br /> hazardous wastes,medical wastes or otherwise prohibited wastes found in the waste stream Quarterly <br /> and the disposition of these materials. <br /> d. Copies of all complaints regarding this facility and the operator's actions taken to resolve Quarterly <br /> these complaints. <br /> e. Wet weather preparedness report/winter operations plan. Annual—due by November I <br /> f. Log of Special Occurrences(i.e.explosions,fires,accidents,inadvertent acceptance of Keep on site&available upon <br /> hazardous waste,odor events,complaints,etc.)must be kept on site, request of the LEA <br /> g. An employee training log with employee name,course descriptions,dates of trainings,etc. Keep on site&available upon <br /> shall be maintained. request of the LEA <br /> h. A record of weather conditions shall be maintained with operation records pursuant to Title Keep on site&available upon <br /> 14 CCR,Section 17869. request of the LEA <br /> i. A report of quantities of waste received and product removed from the facility shall be Quarterly <br /> provided. The records(showing monthly breakdowns)shall indicate the quantities in <br /> tons/cubic yards. <br /> j. Temperature of the active compost shall be monitored and recorded as specified in Title 14 Keep on site&available upon <br /> CCR,Section 17868.3. Records shall be kept for types of additives/amendments used. All request of the LEA <br /> records pertinent to the particular operation are required to be kept current on site as per Title <br /> 14 CCR,Section 17869. <br /> k. Storm water monitoring records and leachate monitoring logs shall be kept on site. Quarterly to the LEA& <br /> RWQCB <br /> 1. One sample per 5000 cubic yards of finished compost must be taken and analyzed at a <br /> Department of Health Services approved laboratory. Samples shall be analyzed for Monthly to the LEA <br /> constituents required pursuant to Title 14 CCR,Section 17868.1. <br /> m. Pathogen reduction criteria must be documented in a log. The log must record start date, <br /> temperatures,turnings,watering,when the pathogen reduction period is met,and when the Monthly to the LEA <br /> windrows are moved to be screened. All feedstock piles must be monitored for temperature <br /> prior to being incorporated into windrows. The temperatures of the feedstock piles must also <br /> be documented in the log. <br /> n.
